Wage Determination Past Performance Questionnaire--EA-133M-17-RQ-0048 Performance Work Statement (PWS)--AOC Relocation Services--EA-133M-17-RQ-0048 COMBINED SYNOPSIS/SOLICITATION--RFQ EA-133M-17-RQ-0048 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This is a solicitation from the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) - Norfolk Office. This Request for Quotation (RFQ) is issued to establish a Firm-Fixed Price contract. The contractor is to provide all labor, supervision, materials, and equipment necessary to perform Relocation Services for the one-time movement of the NOAA Aircraft Operations Center (AOC), located at MacDill Air Force Base (AFB) in Tampa, FL, from its existing facility to a new facility within 50 miles of the current location. The new location is to be determined (TBD) in December 2016. This announcement constitutes the only solicitation. All quotes must be mailed or emailed to the attention of James Rall, Contract Specialist, by 2:00 PM Eastern Standard Time (EST) on November 17, 2016. The following Attachments apply to solicitation EA-133M-17-RQ-0048: a) Attachment 1 - Performance Work Statement (PWS): Relocation Services shall be performed in accordance with the PWS and inclusive attachments. b) Attachment 2 - Past Performance Questionnaire FINAL-EA-133M-17-RQ-0048. c) Attachment 3 - A copy of Wage Determination No. 1995-0831 (Rev. 31) is included with this solicitation (Service Contract Act Wage Determination No. 1995-0831 will apply, and will be incorporated into the resulting purchase order). 3. The North American Industry Classification System (NAICS) code for this solicitation is 484110 and the size standard is $27,500,000.00. 4. The Government anticipates that Relocation Services (i.e. packing, loading, transport, unloading, placement, and unpacking services) can commence between March 1, 2017 and May 1, 2017 and conclude no later than June 30, 2017. The exact starting and ending dates for this project are currently TBD; however, the overall schedule will occur over an approximate 3-month period. Additional details concerning the overall project schedule will be discussed with the successful contractor during the project kick-off meeting that will be held after contract award. A project Kick-Off Meeting will occur no later than ten (10) days after award. The contractor shall develop and submit a Move Management Plan to the Contracting Officer Representative (COR) and a copy to the Contracting Officer (CO) within ten (10) business days of the Kick-Off Meeting. The contractor will revise the draft Plan to incorporate any COR recommended changes and resubmit the Plan within five (5) days. The contractor shall develop and submit an Inventory Management Plan to the government within ten (10) business days of government approval of the Move Management Plan. Mandatory Site Visit: In accordance with FAR 52.237-1 (Apr 1984) Quoters who do not attend the site visit will not be considered for award. Quoters are required to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Site Visit Information: *Date: November 9, 2016 *Time: 10:00 A.M. PRICE/QUOTE: The Government intends to award Firm-Fixed Price (FFP) contract for Relocation Services. Offerors are requested to quote one FFP for the Line Item (CLIN 0001) to perform Relocation Services in accordance with the attached Performance Work Statement (PWS). CLIN 0001 will be quoted and completed in accordance with the PWS, provisions, and clauses as specified herein, to include warranty for all work and parts. (b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (End of provision) 52.203-99, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (DEVIATION 2015-02) Insert the following clause in all solicitations and contracts that will use Federal funds, including solicitations and contracts for the acquisition of commercial items under FAR part 12, or when obligating Federal funds on existing contracts. PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS (FEB 2015) (a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect. (c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause. (2) The Government may seek any available remedies in the event the Contractor fails to comply with the provisions of this clause. (End of clause) NOTICE OF POST-GOVERNMENT EMPLOYMENT RESTRICTIONS (OCT 2015) By submission of an offer in response to a NOAA solicitation or acceptance of a contract, the contractor acknowledges the restriction on current NOAA employees regarding contact with offerors regarding prospective employment and the corresponding obligations for contractors who engage them. The contractor further acknowledges that it has provided notice to former NOAA employees who will provide service to NOAA under the contract of post-Government employment restrictions that apply to them. Such restrictions include, but are not limited to, those set forth in: (a) 41 U.S.C. § 2103 regarding contacts between a federal employee working on a procurement and an offeror about prospective employment; (b) 18 U.S.C. § 207 regarding the restrictions on former federal employees having contact with a federal agency on behalf of another person or entity concerning a specific party matter with which the former employee was involved as a federal employee or for which the former federal employee had official responsibility; (c) 18 U.S.C. § 207 regarding the restrictions on former senior employees and senior political employees from having contact with his former federal agency on behalf of another person or entity concerning any official matter; and (d) 41 U.S.C. § 2104 regarding the restrictions on a former federal employee involved in an acquisition over $10,000,000 from accepting compensation from a contractor. ************** RFQ SUBMISSION This announcement will close at 2:00 PM Eastern Standard Time (EST) on November 17, 2016. Addendum to 52.212-1 Instructions to Offerors - Commercial Items (APR 2014) 1) Inquiries - Inquiries and all correspondence concerning this solicitation document should be submitted in writing to James Rall, at james.rall@noaa.gov, and Andrew Hildebrandt, at andrew.hildebrandt@noaa.gov, by 3:00 PM EST on November 14, 2016. The Government is not required to provide responses to vendor's inquiries or correspondence. 2) Quote Preparation: The following instructions apply for the submission of quotes: a. Quotes shall be submitted in three separate volumes: 1. Volume I - Technical 2. Volume II - Past Performance 3. Volume III - Price b. The technical volume shall not contain any reference to price. It is incumbent upon the vendor to provide a technical volume in sufficient detail to provide a clear and concise presentation that includes, but is not limited to, the technical requirements of the Request for Quote (RFQ). c. The Government will evaluate quotes in accordance with the evaluation criteria set forth in FAR 52.212-2 of this RFQ. 3) Quote Instructions a. Technical: Each vendor shall submit a technical submission that contains the following information: 1. Capability Statement (10 Page Limit) - Vendor shall describe its ability to adhere to the required delivery requirements as well as its capability to meet all the specifications, as stated in the PWS, of this requirement. To this end, the Technical Capability statement should be sufficiently specific, detailed and complete so as to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements Solicitation number. The Technical Capability Statement shall include the following: a) Performance in accordance with the PWS: Demonstrate ability and plan to successfully perform Relocation Services as described in the PWS. b) Project Schedule: Demonstrate approach to meet the timeframe for moving employees from AOC's existing facility into the new AOC facility no later than June 30, 2017. c) Manpower Resources: Describe manpower resources available to perform Relocation Services, such as licensed, qualified, and certified drivers for moving trucks or vehicles, and supervisors and laborers. d) Moving Vehicles, moving tools and equipment, moving pads and packing material: Describe equipment resources available to perform Relocation Services, such as moving trucks or vehicles; moving tools and equipment including but not limited to hand trucks, dollies, wheeled carts, temporary floor protection, temporary wall protection, and personal protective equipment; tools necessary to disassemble and reassemble furniture as identified in the PWS; and moving pads and all other items deemed necessary for the safe and efficient transport of items to be moved. e) Property Protection: Describe how facilities/properties will be protected from damage during performance of the PWS. f) Quality Control Plan (QCP): Describe QCP to include the approach to project oversight. g) Project Clean Up: Describe the approach to project clean up to include all excess and trash materials. 2. Proof of Insurance of $3,000,000.00 at a minimum. b. Past Performance:Past performance will be used as a means of evaluating the relative capability of the vendor to successfully meet the requirements of this solicitation. Vendors are required to provide information on no more than five (5) of the firm's most recently completed contracts/orders (not to exceed five (5) years since completion) for like or similar work. Vendors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation. Each Vendor shall submit, in writing, information on past performance (Attachment 02). Vendors shall provide a detailed explanation demonstrating the relevance of the contract/order to the requirements of the solicitation. The Vendor is required to send Attachment 02, Past Performance Questionnaire, to those government and commercial activities provided by the vendor's in their submission. The information shall be completed by the references who will then forward the completed questionnaires: James Rall james.rall@noaa.gov (Cc andrew.hildebrandt@noaa.gov) U.S. Department of Commerce/NOAA/ERAD The Government will not accept Questionnaires directly from the vendors, only Questionnaires submitted on time and from vendor's references will be accepted. The Government will conduct a past performance evaluation based upon the past performance of the vendor as it relates to the probability of vendor to provide the Government with quality service as covered within the solicitation. Vendors are cautioned that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources including sources outside of the Government. The Government will obtain whatever information it deems most relevant to the required effort by telephonic and/or written inquiry. This information may include Contractor Performance Assessment Reporting System (CPARS); Past Performance Information Retrieval System (PPIRS) reports, the Federal Awardee Performance and Integrity System (FAPIIS), or past performance information from any source. The burden of providing thorough, complete, and relevant past performance information rests with the vendor. Any Past Performance Questionnaire(s) received at the Government office designated herein after the exact time specified for receipt of past performance information is "late" and may not be considered for evaluation. If the vendor possess no relevant past performance, it should affirmatively state so in the quote. Vendors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance. A neutral rating will not be evaluated favorably or unfavorably. However, the submission with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous submission to the Government and thus, may be an unsuccessful submission when compared to the submissions of other Vendors having an satisfactory (or better) past performance. c. Price: The vendor shall submit a FFP quote for Line Item (CLIN) 0001 based on a 50 mile move from the AOC location. 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: •Technical •Past Performance •Price Technical Approach and Past Performance, when combined, are significantly more important than price. However, the Government will not award at significantly higher prices to only achieve slightly better performance. The Government will assess the benefits or better performance versus the added price through trade-off analysis. As non-price factors become equal-price becomes increasingly important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
