Questions and Answers (Combined Synopsis/Solicitation VA249-17-Q-0004) During the site visit we were told that the windows only needed to be washed on the outside; however, the solicitation states that washing should be in the outside AND the inside. Would you clarify, please?   The windows need to be washed on the inside and outside. What is the current contract amount per year? (If possible, who is the incumbent?)   There is no current contract in place and no incumbent. Is there an incumbent and if so who much was the previous contract? There is no incumbent and there was no previous contract for these services. However, Heavenly Sunshine out of Southaven, Mississippi has previously performed the same/similar services for the VAMC Memphis. The scope says to clean screens but they have no number on the bid? There are no screens. Are there tie backs on the roof?  Yes, per the Engineering department at the VAMC Memphis there are tie backs on the roof. Who is the incumbent?  There is no incumbent. However, Heavenly Sunshine out of Southaven, Mississippi has previously performed the same/similar services for the VAMC Memphis. What was the awarded amount? There is no current contract in place. What is the current contract number?   There is no current contract number. On page 8 it states that there is a mandatory training (VA20939). If that is applicable to this solicitation, where do we get that training from (contact info, if available, please)?   VA online TMS: https://www.tms.va.gov/learning/user/login.jsp Who is the incumbent? And how much was that award?   There is no incumbent and there is no contract in place so there is no award value to report. However, Heavenly Sunshine out of Southaven, Mississippi has previously performed the same/similar services for the VAMC Memphis. On page 2 it states that the base year is July 1, 2016 to June 30, 2017 but on page 5 it states July 1, 2017. Is the base year as of 2016 or 2017? The contract s base year begins in 2017 and the period of performance is as follows: The base year is July 1, 2017 to September 30, 2017 Option Year One: October 1, 2017 to September 30, 2018 Option Year Two: October 1, 2018 September 30, 2019 Option Year Three: October 1, 2019 September 30, 2020 Option Year Four: October 1, 2020 September 30, 2021 If the base year is July 1, 2016 to June 30, 2016 should we quote only for the remaining months in the base year? Or for all of the 12 months of the base? Quotes should be submitted following this period of performance: The contract s period of performance is as follows: The base year is July 1, 2017 to September 30, 2017 Option Year One: October 1, 2017 to September 30, 2018 Option Year Two: October 1, 2018 September 30, 2019 Option Year Three: October 1, 2019 September 30, 2020 Option Year Four: October 1, 2020 September 30, 2021 When will work under this contract commence? The work for this contract will commence on July 1, 2017. Has a contractor performed similar work to this for the government in the past? Yes, Heavenly Sunshine in Southaven, Mississippi. If available, please provide the incumbent contract number. There was/is not contract in place. However, the company that has previously provided the same/similar work is Heavenly Sunshine in Southaven, Mississippi. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? This is not a new requirement for the government however it has been five (5) years since last cleaning. Could  a company still provide a bid response without attending a site visit?   Yes. Is there another site visit scheduled or could be scheduled? Another site visit can be scheduled if necessary but the quote submission date will not change.
