- SOURCES SOUGHT External Overt/Covert Lighting System for KC-135R/T Aircraft PURPOSE The Legacy Tanker Division Contracting Office, Tinker AFB, OK, is conducting market research to determine interested parties, estimated cost, schedule, and performance parameters to replace the existing exterior lights on the KC-135 with Light Emitting Diode (LED) lights providing both Overt and Covert functionality. Installation of the new lights should not require the replacement of the existing aircraft wiring. DESCRIPTION KC-135 exterior lighting is not Military Specification (Mil Spec) MIL-L-6503H compliant, a deficiency verified by recent ground testing. Replacing the current lighting with Light Emitting Diode (LED) lighting will provide better aircraft visual acquisition and comply with exterior lighting requirements. KC-135 combat and peacetime operations benefit in three areas: safety, survivability, and sustainability. LED lighting will provide tactical advantages due to KC-135 visual and infrared (IR) signature adjustments. A narrower visual spectrum with both overt and covert lighting capability will enhance threat mitigation and fratricide prevention during current and future contingency operations. Increased mean time between failures (MTBF) of LED bulb life over current bulbs will decrease supply costs and maintenance man-hours which will be financially beneficial over the aircraft life cycle. The KC-135 performs aerial refueling for both hard point (boom) and drogue (Multipoint refueling and boom drogue adapter) systems. The external lighting on the KC-135 is incandescent light bulbs that have low reliability and no longer meet current FAA requirements for position lighting. The Legacy Tanker Division is looking for interested parties to develop, design, and manufacture replacement lighting that is Light Emitting Diode (LED) based that performs the functions of overt and covert lighting during normal operations (day and night) and during aerial refueling with all receivers currently being refueled by the KC-135. The lighting system is expected to be tested at Edwards AFB, CA for both overt and covert operations during normal and refueling mission scenarios. The LED lights must meet the following Environmental Requirements: Explosive Atmosphere, Temperature and Altitude, Temperature Variations, Vibration, Shock, Humidity, Crash Safety, Waterproofness, Sand and Dust, Magnetic Effects, Electromagnetic Interference and Compatibility. External lights affected by this effort are: Wing Tip Navigation Lights (2 ea), Underwing Illumination Lights (2 ea), Anti-collision lights (2 ea), Tail Position Light (2 ea - white/green), Pilot Director Lights (2 strings of 8 lights each), Air Refueling Flood Light (1 ea), Lower Stabilizer Lights MPRS Basket Illumination (2 ea), Multi-point Refueling System (MPRS) Pod Lights (2 ea), the Boom Marker Lights (2 ea), Under Body Lights (2 ea) and the Scanning Lights (2 ea) NOTE: The lighting system must maintain interoperability with the existing system power, components and configuration to ensure the ability to interface with existing systems without degrading current capability.
