- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR MEDIA REPORTING SOFTWARE W15QKN-17-R-07TQ INTRODUCTION The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Office of the Chief of Public of Public Affairs (OCPA), Washington DC is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the software that provides rapid gathering and reporting upon Army-related stories. The software will be capable of providing graphs to demonstrate numerous metrics of interest. Media reporting software The results of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The overarching objective of this effort is to develop the capability for rapid capture and analysis of news media reporting and to manage major Community Relations events, programs and initiatives that connect our Soldiers with the American Public to achieve the goals of fostering public support, recruiting and retaining quality Soldiers and resourcing the full cost of the Army. This will serve the situational awareness of the Army's key leadership and measure and quantify the effectiveness of Army Public Affairs Community Relations programs and activities. REQUIRED CAPABILITIES The Government requires the software provide the capability to examine, count, analyze, and evaluate media coverage from the top 10 television markets and daily verbatim transcripts from 10 other select TV markets); examine, count, analyze, and evaluate media coverage from radio stations in the top 10 markets; and examine, count, analyze, and evaluate media coverage of Army stories on major domestic and news services. Software will be capable of managing extensive personal and organization contact lists; manage and archive collateral or marketing material; and allow the users to create customized user defined fields for CRDs specific reporting and tracking needs. This will serve as the situational awareness of the Army's key leadership and measure and quantify the effectiveness of Army Public Affairs Community Relations programs and activities including: Contract Management, Activity Tracking, Communications Notification, Media Directories and Calendars, Advanced Analytics Capabilities, and Social Media Module. The intent of this Sources Sought is to assess the state-of-the art of the technology available in public relations software and social media monitoring products that could be applied to meet this requirement. The Government envisions a solution for Public Relations Software and Social Media Monitoring that meets the operational and program requirements: Subscription to a Web base internet program that can provide an unlimited almost real time 24/7/365 media screening and monitoring of Army issues, initiatives, and programs shown on all media outlets. The contractor shall provide a tutorial on software application to the end users. These requirements include: Software shall provide rapid gathering and reporting upon Army-related stories from television news organizations (CNN, Fox News Channel, MSNBC, ABC, CBS, NBC); radio news organizations (NBC, CBS, ABC and NPR); and selected Internet news sites. The software will be capable of providing graphs to demonstrate numerous metrics of interest (i.e., number of Army-related stories published; employee activities; events; and the reach achieved for messages, etc.) and monitoring of all social media outlets. Respondents should address the following: 1. Contact Management a) Create media distribution lists for communications b) Manage and track correspondence, press inquiries, releases, coverage and other news c) activities. d) Use of Blind Courtesy Copy(BCC)email functionality allowing user to log activities as they relate to media contacts and project specific communication. e) Communicate with non-media organizations and senior leaders of the Army that impact the Army Public Affairs Mission. 2. Activity Tracking a) Create reports to demonstrate the relationships between news coverage and media interactions as they are happening. b) Track and develop historical data base as a result of media, individual, and organizational relationships. 3. Communications Notification a) Send unlimited distributions of correspondence. b) Distribute press releases and communications to media contacts directly through the integrated communications wizard email platform. c) Copy communications automatically as an activity in the profile of each recipient for historical tracking of interactions. 4. Media Directories and Calendars a) Using the Enterprise Edition Platform, arrange calendars with information from in-house media information, Media Information, Press Access and PR Newswire. b) Continual updates to media directories c) Includes Press Access/PR anywhere database, fully integrated. d) Includes Media Calendar database with editorial features in upcoming issues, awards opportunities, speaking opportunities, and calls for papers. 5. Advanced Analytics Capabilities a) Using the Enterprise Edition Platform, graphically display news media coverage of specified events, issues or initiatives. b) Present comprehensive displays of employee activities. c) Place data about products and events management to demonstrate progress, value, etc. d) Graphically present the targeting, placement and effects of desired messages. 6. Social Media Module a) Monitor social media sources, including but not limited to; Face book, Twitter, Google+, YouTube, Pinterest, Flicker, slide share, Instagram, Army Live Blog, etc. b) Provide key influential Tweeter and Influential blogs reports by the number of followers, retweets, blog comments and how often they posts. ELIGIBILITY The applicable 2012 North American Industrial Classification System (NAICS)for this requirement is 511210 - Software Publisher. The Product Service Code (PSC) is 7030 ADP Software. Please indicate your organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response. SUBMISSION DETAILS Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Sean P.
