Description
This announcement constitutes a Request for Information. This is NOT a Request for Proposal. The following information is provided by the Federal Aviation Administration, Terminal Second Level Engineering (TSLE) Organization in conducting market research to identify software products and services to create, configuration manage and deliver National Air Space (NAS) system operations and maintenance documentation. Since the documentation is in support of the NAS, the Government is looking for a secure system that meets the following specifications: General Specifications: 1)The product must comply with the S1000D international specification for technical publications using a common source database. Common Source Database (CSDB) Specifications: 1)The CSDB must support Oracle 11G or higher. 2)The CSDB must be able to publish S1000D content in HTML without the need for a viewer on the user end. 3)List all XML editors compatible with your product(s). 4)Describe how your product stores and references (in data modules) generic Cautions and Warnings. 5)The CSDB must support upfront and inline applicability. Provide details of how your products support applicability. 6)The CSDB must have the ability to efficiently transfer files/documentation to other S1000D compliant tools. Server Specifications: 1)The server must run on Linux, preferably Red Hat Enterprise Linux (RHEL) version 7 or higher. 2)The server cannot use Windows Server Message Block (SMB) drive mapping. 3)The server must have the ability to run all server software on the same machine. 4)The server must have the ability to support Lightweight Directory Access Portocol (LDAP) (server side only). End users will be unable to access the server, so all user accounts must be created locally. 5)The server must support the S1000D Process Data Module. Viewer Specifications: 1)The Viewer must have the ability to run on the Windows 7 Pro SP1 32-bit and 64-bit or later 2)The Viewer should support the Linux Operating System (OS). 3)The Viewer should have the ability to support tablets (ie. Windows, Android and iOS). 4)The Viewer must support the following browsers: 1.IE 8 or higher 2.Google Chrome version 41.0.2272.89 or later 5)The Viewer must have the ability to run offline (per FAA Security Order, no maintenance laptop can access online resources). 6)The Viewer must have the ability to create users without LDAP (specific to end user). 7)The Viewer startup time must be 20 seconds or less with a splash screen indicating the start of the program. 8)The Viewer must support the following graphic formats: CGM, SVG, JPEG, TIFF, PNG, and GIF. 9)The Viewer must support the Process Data Module compliant with S1000D. 10)The Viewer must have the ability to create and save end user comments/annotations. 11)The Viewer should have the ability to upload end user comments/annotations to multiple deliveries. Publishing Specifications: 1)Must be able to publish to multiple formats; such as HTML, PDF, and IETP. 2)List additional products (if any) that are needed to customize stylesheets outside of standard S1000D stylesheets. System Sustainment Requirements: 1)Provide details regarding technical support and maintenance for all your products. At this time, we seek responses that include your ability to address the features mentioned above and your response should include the following: 1)A Rough Order of Magnitude (ROM) for full implementation of an S1000D compliant suite of tools and necessary training and consultation/support services. Your response should address as a minimum all products and services necessary to author, configuration manage, and publish output to Adobe PDFs, IETPs, and/or HTML-based platforms. Attachment 1 contains a table for providing specific information on products and services. Vendors can expand the table as needed where ˜Options ™ are called out. If CSDB and other functionality (e.g. Publishing) is included in a ˜suite ™ of tools, record that in the notes section. The response should include identification of all required 3rd party SW/Tools. Indicate costs for such SW/Tools if known. 2)ROM of subsequent year licensing for products and services to sustain the system. 3)Narrative descriptions or online links of the products and services. For example, when Technical Support ROMs are listed, the vendor should advise how much Vendor subject matter expertise will be required to implement their proposed solution.
