Description

This amendment is to respond to submitted questions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a Request for Quote and the solicitation number is VA101-17-Q-0256. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This solicitation (see attached file) is targeting only Service Disabled Veterans Owned Small Business (SDVOSB). The contractor shall be responsible for providing EUL program management support and technical and reporting deliverables to help ensure EUL projects are accomplished efficiently and effectively. The contractor shall provide and apply expertise in EUL program topics and project-specific challenges to develop the draft and final deliverables identified in this PWS. For most EULs, VA enters into separate contracts with firms that provide day-to-day transaction support to help support EUL projects as they progress through the due diligence phase, performing such tasks as obtaining appraisals, environmental site assessments, title reports, NEPA and Section 106 compliance documents, and participating in regular conference calls. The purpose of this IDIQ is to obtain program wide oversight support functions, guidance, and program support to ensure that the EUL as well as section 111 program and individual projects support the strategic objectives of VA. The scope of this IDIQ contract also includes and expands to implementing the VA s Enhanced-Use Leasing program to enable the Department to formulate, evaluate, and execute enhanced-use lease projects at the Greater Los Angeles Healthcare System West LA Campus. VA intends to acquire the services necessary to satisfy this requirement through limited competitive means - SDVOSB firm must complete 51 percent of the work.
