- THIS SOURCES SOUGHT IS BEING ISSUED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE NATICK CONTRACTING DIVISION WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY BUSINESSES, ESPECIALLY SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB), AND WOMEN-OWNED SMALL BUSINESS (WOSB) CONCERNS CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The Natick Soldier Research, Development and Engineering Center (NSRDEC) - Warfighter Directorate, Natick, MA requires velocity detection equipment for ballistic material evaluation to use with our projectile acceleration equipment. The North American Industry Classification System (NAICS) code for this effort is 334516 - Analytical Laboratory Instruments Manufacturing, and the Small Business Administration (SBA) size standard is 1,000 employees. BACKGROUND: The velocity detection equipment is an integral component that will work with our current projectile acceleration equipment to detect striking and residual velocity of various projectiles. The striking velocity is the velocity in which a projectile is impacting a target and the residual velocity is the projectiles velocity after completely penetrating the target. REQUIREMENTS: The contractor shall provide velocity detection equipment that will integrate with our current projectile acceleration equipment. This equipment shall be used to detect striking and residual velocity of various projectiles. It is also required for the detection equipment to provide an output signal which can be used as a trigger at the time striking velocity is captured. The following are specifications for the velocity detection equipment (1) Measures velocity from ~0-5,000ft/s (2) +/-0.2% accuracy (3) Detects and measures velocity of 2, 4, 16, 17 and 64 grain fragment simulating projectiles (4) Outputs a trigger signal when a velocity is measured (5) Detects projectiles made of steel (6) Desirable to detect projectiles made of any material (7) Desirable to be compact (please specify dimensions of equipment if available) (8) Desirable to record velocities in a digital format or directly to a computer RESPONSES TO THIS NOTICE: Interested parties responding to this sources sought request shall submit the following (responses shall not exceed 6 pages): (a) A positive statement of interest to submit a proposal as a prime contractor on a future solicitation, if any, for this requirement; (b) Company name and address, point of contact with phone number, DUNS number, Cage Code; Announcement number in the email subject line; (c) A summary of the vendor's product with detailed descriptions, literature, how it addresses the NSRDECs requirement and/or available technology; The location of manufacture; (d) Estimated cost with minimum, and maximum delivery schedule; (e) Product specifications and any other pertinent documentation (f) If applicable, GSA schedule information; (g) All assumptions, including any assumed Government support; (h) A statement regarding small business designation and status (if applicable) and provide a copy of the certificate issued by the SBA of your qualifications as a HUB Zone Small Business or 8(a) firm (if applicable); Information submissions shall be received by 10 November 2016, at 4:00 PM EST. Responses to this notice shall be e-mailed to tony.j.kayhart.civ@mail.mil AND Andrea.l.albanese.civ@mail.mil. Responses are limited to six (6) pages and are requested in.PDF format. All respondents shall include all of the information required in their response email. Interested sources must reply no later than the date and time stated above. No telephonic, facsimile or hardcopy submissions will be accepted. All product information shall be submitted at no cost or obligation to the Government. THIS SOURCES SOUGHT IS NOT A SOLICITATION. This sources sought is for information and planning purposes only and does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) and is not to be taken as a future commitment by the US Government to issue a solicitation. It is a market research tool being used to determine the availability and adequacy of potential business/small business sources prior to final determination of the method of acquisition, if any. The US Government will not pay any costs for responses submitted. All service-disabled veteran owned small businesses, certified HUB Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this sources sought, the Government will determine whether a set-aside acquisition (if any) in lieu of full and open competition is in the Government's best interest.
