Description
Background: The National Institute of Standards & Technology's (NIST) Center for Nanoscale Science and Technology (CNST) seeks information on commercial vendors that are capable of providing a five (5) year service contract, consisting of a base year plus 4 option years, for a Rigaku SmartLab X-Ray Diffraction System. The SmartLab is a multi-purpose, computer controlled, high resolution x-ray diffraction system. It is a fully automated optical system with a 5 axis, theta/theta closed loop goniometer drive system, with both parallel beam and Bragg Brentano optics, in-plane scattering arm and a 9 kW rotation anode generator. Requirements: After market research results are obtained and analyzed, minimum requirements specifications for the preventative maintenance service contract will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. 1. GENERAL a. Provide a five (5) year, base year plus four (4) option years, preventive maintenance service contract for a Rigaku SmartLab X-Ray Diffraction System. b. All equipment and components shall be new original equipment manufacturer (OEM) parts. Used or remanufactured equipment will not be considered for award. 2. BASE REQUIREMENTS a. The Preventative Maintenance and Repair Service Contract includes: • 9kW SmartLab System • Haskris Chiller, Cross Beam Optics (CBO) Technology, •Ge 220x2 and Ge 220x4 incident beam monochromators •Ge 220x2 analyzer crystal • In-Plane, Micro Area Measurement Package, • Anton Paar Hot Stage, SAXS Attachment, • Scintillator and D/teX Ultra detectors • 1 Anode Rebuild per year, includes parts, labor and balancing b. Performance of Service • Includes 72 hour On Site, best effort response by OEM factory trained personnel • Emergency Service visits as deemed necessary • Technical Telephone Support During Business by factory trained personnel • Emergency After Hour Phone Support Available 24 hours a day, 7 days a week by OEM factory trained personnel. • Standard System Parts (new OEM replacement parts only) and Shipping shall be included. This includes Haskris (no consumables). • All Labor, Travel and Expenses shall be included Instructions to Responders: Companies that can provide a preventative maintenance service contract in accordance with the specifications listed above are requested to email a detailed capabilities statement describing their abilities to january.magyar@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. The Contractor shall provide the following as part of the response to this sources sought notice: 1. Name of the company(s) that offer system maintenance for the Rigaku SmartLab X-Ray Diffraction System. In addition, provide a point of contact for the company(s). 2. Indication of number of days, after receipt of order that is typical for delivery of such maintenance. 3. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Other Information: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516 as those domestic sources having 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice.
