- The Naval Supply System Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit, on behalf of the United States Naval Academy (USNA) in Annapolis, MD for Educational Support Services in support of the Leadership Education and Development (LEAD) program. The (LEAD) program ™s overall objective is to provide an accredited graduate level Master ™s degree education program and preparation for highly qualified incoming Junior Officers to serve as Company Officers at the USNA and for continued future service to the United States Navy and Marine Corps. The program develops student ™s ability to think critically and analytically, and focus on the knowledge, skills, and essential for understanding, designing, and conducting leader and team development. It is anticipated that the resultant solicitation will result in a purchase order issued on a firm fixed price (FFP) basis. The anticipated performance period is 01 June 2017 through 31 May 2018 (and will contain three (3) one-year option periods). Interested vendors will be required to submit a non-price quote and price quote. The evaluation for contract award will consider the non-price quote to be more important than the price quote. The North American Industry Classification System (NAICS) Code is 611310 with a size standard of $27.5M. It is anticipated that the resultant solicitation will be issued on an unrestricted basis and is open to all business concerns. This procurement is being conducted in accordance with information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR 13.5. It is anticipated that the solicitation for this requirement will be posted in December of 2016. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Additional information for this requirement will be listed in the solicitation upon its release, which is anticipated to be in December of 2016 to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil). Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award.
