- The Department of Commerce, Enterprise Services Office (DOC-ESO) intends to issue, on a sole source basis, under authority of FAR 6.302-1 and FAR 13.501, a requirement for brand name products, specifically Dell, Apple, and Microsoft for a DOC-wide sourcing initiative for Personal Computers and Accessories (PCs and Accessories). Brand name determination for this procurement is based on the need to acquire products for which DOC has conducted extensive performance and stress testing against industry solicited platforms which meet the baseline configurations and requirements. The testing has determined the platforms, which DOC would like to capitalize on procuring in support of the known agency missions and configurations. These products are expected to support and ensure that the integrity, security and compatibility of the network platforms are maintained. The Technical Evaluation of Hardware team has acquired requirements from varying Business Units. These requirements have determined our testing requirements to meet the high-production high-quality environment. Through thorough system performance testing and evaluation, the team spent over 8,065 man-hours obtaining over 24 platforms for testing and evaluation from all of the major industry vendors. This team used industry standard testing software such as PassMark Performance Testing, PC Mark 8, BAPCo SysMark and MobileMark, and SPEC CPU2006. Based on the outcome of the testing, it was determined that the Dell platforms were the best choices when weighing the capabilities, functionalities, and cost. The specific security and technical requirements vary depending on the products and services. These standards in security technology enables the DOC to ensure all platforms are properly configured and that the most cost effective implementations occur across the Enterprise Networks while adhering to all mandated Federal Regulations, such as the Federal Information Security Management Act (FISMA), while ensuring the secure supply chain process remains intact. The intended procurement will be classified under North American Industry Classification System (NAICS) Code 541519 -- Other computer related services; Value-Added Resellers; 150 employees. A determination by the Government not to compete the proposed acquisition base upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation package will be posted under NASA SEWP V. This notice of intent is not a request for proposals. Firms who want to challenge the brand name justification must submit a letter of interest that demonstrates your firm's ability to provide equivalent products as described herein. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by November 10, 2016. 12:00 p.m. Eastern Time via e-mail only to StrategicSourcing@doc.gov.
