- Synopsis : Th is is a SOURCES SOUGHT NOTICE (SSN). SSNs are issued to assist in performing market research to determine industry interest and capability. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Purpose : In accordance with FAR Part 10, the Strategic Systems Programs (SSP) is conducting market research to identify vendors capable of performing receipt, handling, and storage of C4/D5 large rocket motors at Camp Navajo, Bellemont AZ for the NAVY Trident II D5 Fleet Ballistic Missile (FBM) Program. The applicable North American Industry Classification System (NAICS) code is 48 - 49 (Transportation and Warehousing). The Classification Code is: 14 - Guided Missiles. The Navy SSP is seeking White Paper capability statements which identify vendor's current capabilities to perform/execute the requirements identified below and who meet the minimum qualifications also identified below. Description of Requirements : The Strategic Systems Programs (SSP) is seeking responsible, prime contractor sources for operation of facilities for receipt, handling, and storage of C4/D5 large rocket motors at Camp Navajo, Bellemont, AZ. Minimum Qualifications : Potential sources must have demonstrated expertise and experience including Facility Management and receipt, handling, and storage of large 1.1 rocket motors. The supplier must be ready to perform the mission by 1 January 2017. Handling & Storage of C4/D5 Rocket Motors Provide facilities and/or trained crew to: Receive large rocket motors from specialized railcar and truck vehicles Transfer large rocket motors from specialized vehicles to on-base transporters Transfer large rocket motors from on-base transporters to storage magazines Reverse above processes in preparation for shipment off base Operate 120,000 Sq. Ft. storage warehouse for storage of inert materials Operate 5 magazines for storage of classified materials including Nuclear Weapons Related Material (NWRM) •· Meet New START Treaty inspection and reporting requirements. •· If just supporting the labor, the supplier must provide handling crew, quality assurance, environmental monitoring, intrusion detection, training, security documentation, facility maintenance, facility engineering, vehicle maintenance, and the rail crew for 1.1 propellant C4 and D5 rocket moto r and activation of D5 rocket motor storage capability to meet navy requirements. The facilities could be provided GFE, but the potential performer could also support the facilities necessary to conduct this mission to include the magazines and storage buildings, utilities, fuel, transfer facility, rail connection, intrafacility infrastructure, environmental monitoring/intrusion detection system s, lightning detection system, and the security and safety facility infrastructure to meet navy requirements. PURPOSE OF NOTICE : This SSN is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances, if necessary, to perform the statement of work (SOW). White Paper Response Submittal Requirements: RESPONSE DEADLINE: Interested sources shall submit a capability package by COB 11 November, 2016 (15 pages or less) containing: 1) company name and address, 2) company point of contact, 3) email address, 4) phone number, 5) specifics addressing existing subject matter expertise in the work listed above including a current list of related past performance within the past 10 years. Facilities and US citizen Personnel must have Secret Clearance or Higher, and be International Traffic in Arms Regulations (ITAR) compliant. In addition, prospective sources should be able to receive, generate, modify, and store classified documentation. Electronic responses are acceptable if prepared in Microsoft 2007 compatible format.
