Description
SOURCES SOUGHT SYNOPSIS Marine Corps Installations, Pacific (MCIPAC) Marine Corp Air Station Iwakuni (MCAS-I) Japan is seeking sources for Homeland Security Exercise Evaluation Program (HSEEP) Exercise Planner Services. CONTRACTING OFFICE ADDRESS: U.S. Marine Corps RCO, MCB Camp S. D. Butler, Bldg 355, Camp Foster, Okinawa, Japan, FPO, 96379-2000 INTRODUCTION: The purpose of this Sources Sought Synopsis is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The MCIPAC-RCO is seeking information for potential sources for on-site contract support in the realm of HSEEP to assist in annual exercise planning, execution, and performance improvement at Marine Corp Air Station Iwakuni (MCAS-I) Japan. The proposed North American Industry Classification Systems (NAICS) Code is 541611, which has a corresponding SBA Size Standard of $15 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service- Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice, if applicable, and that you identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.PROGRAM BACKGROUND: This contract is for on-site contract support in the realm of HSEEP to assist in annual exercise planning, execution, and performance improvement at Marine Corp Air Station Iwakuni (MCAS-I) Japan. The requirement will include a variety of tasks including, but not limited to: Generation of HSEEP products, development of HSEEP documents, research of exercise operations, coordination of annual exercise requirements, and others as listed in Required capabilities. The Government estimates that the volume of work will be a 1-year base period plus 2-option year periods of performance; totaling a possible 3 years of performance. REQUIRED CAPABILITIES: The Contractor shall execute the following tasks: Generate standard HSEEP products for all exercises identified in the MCAS-I Triennial Exercise Plan, coordinate between all MCAS-I departments and tenant organizations, coordinate between MCAS-I Station Operations Department and MCIPAC G-3, to include the Exercise Planner, develop and implement all required documents within the HSEEP for each exercise coordinated by MCAS-I Operations IAW HSEEP guidelines, provide work guidance and over-the-shoulder training to less experienced MCAS-I personnel, provide instruction to installation staff regarding HSEEP, Develop and conduct scenario based instruction for the HSEEP, Conduct site visits in order to provide realistic exercise objectives, attend and coordinate exercise planning meetings as directed by the Operations Officer, conduct in-depth research on specific exercise operations, lessons learned, and newly developed tactics, techniques, and procedures (TTPs) used in the development of Master Scenario Events List (MSEL) or simulation control injects that accurately replicate the operating environment the training is designed to support, conduct a monthly review of the MCAS-I Base Support Plan (BSP) to ensure exercise objectives are within the capabilities and limitations of the installation, coordinate annual exercise requirements in order to develop exercise support requirements for higher headquarters approval, support Regional Exercise Team and Emergency Management Performance Assurance Team training, submit reports to Regional Exercise Team-West, provide annual recommendations to the Operations Officer during the update of the MCAS-I Triennial Exercise Plan, support development of the All Hazards Assessment to facilitate HSEEP requirements, Contractor shall refine and update Standard Operating Procedures (SOPs) as related to exercise requirements, and facilitate and attend Concept and Objective (C&O); Initial, Mid, and Final Planning Meetings; and MSEL conferences to produce exercise injects; control plans; and storylines for MCAS-I approved exercises. The Contractor shall also generate and submit the following deliverables: Bi-weekly report on status of the MCAS-I Triennial Exercise Plan, monthly report on the Base Support Plan, annual summary of exercise and accomplishments in accordance with the HSEEP and MCO 3058.1, annual recommendations to update the Triennial Exercise Plan, and other analytical reports as required. SPECIAL REQUIREMENTS: - Must currently have a minimum of a current U.S. Secret security clearance. - Must have a minimum of a Bachelor Degree in Emergency Management or Homeland Security with a focus on Emergency Management or Disaster Preparedness; or 3-5 years of experience in exercise development and execution, Emergency Management, or related field. - Must have experience with HSEEP design, development, and execution process. - Must have an HSEEP certification. - Must have a thorough knowledge of the National Response Framework (NRF). - Must have excellent written and verbal skills. - Must have excellent command of Microsoft Office Suite and use of SharePoint. - Must maintain SOFA status eligibility. SOURCES SOUGHT: The anticipated qualifying North American Industry Classification System Code (NAICS) for this requirement is 541611, Administrative Management and General Management Consulting Services. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: M67400-FY17-RFI-01 1) Company info: Name, Address, Phone Number, Cage Code, and DUNS; 2) Name of company representative and their business title; 3) Type of business; 4) Is your company a small business under NAICS 541611, which has a corresponding SBA Size Standard of $15 Million? 5) If your company is a small business, what subcategories of small business is it, e.g. woman owned? 6) NAICS code you believe best fits this requirement and provide supporting rationale (if not qualifying under NAICS code 541611); 7) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, GSA OASIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.); 8) Capabilities Statement: Explain how your company can meet the requirement, using no more than the minimum information necessary to demonstrate ability to perform the services listed herein. Documentation should be in bullet format. Contractors interested in performing these services should be registered in the System for Award Management (www.sam.gov) and have an Active status. Contractors responding to this request are asked to also provide a coversheet with the following information: Company's full name and address, DUNS number, any applicable GSA contract # and SIN, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, or any other socioeconomic program outlined in the FAR), address, and a point of contact. Please also advise the Government of pending changes in the business size status. In addition, respondents shall provide affiliate information: parent company, joint venture partners, potential teaming partners; and additional documentation such as company literature and brochures. Interested vendors should submit a brief capabilities statement package containing no more than the minimum information necessary to demonstrate ability to perform the services listed herein. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and Contractor personnel reviewing received responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
