Description
The Western Area Power Administration (Western), Desert Southwest Region (DSW), requires maintenance services and repairs to Mead Substation Transformer, located in Boulder City, Nevada. The transformer is a 1995 125 MVA SMIT 230/69/13.8-kV auto transformer with a conservator tank LTC. Work will require contractor to provide all labor, material, equipment, transportation, supervision, and inspection to accomplish the repairs. This announcement is a request for information (RFI) - Sources Sought only. This is not a request for proposal or quotation. The proposed NAICS is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, SBA size standard is $7.5 million. DSW seeks information and capability statements from all contractors with the skills and experience to fulfill the requirements of this proposed contract, including large and small businesses; Small Disadvantaged Business (SDB); 8(a), Woman-owned (WOSB); Veteran Owned (VOSB); Service Disabled Veteran Owned (SD-VOSB); Historically Underutilized Business Zone (HUBZone) businesses. This information will be used when determining the procurement approach, set aside considerations, and small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Interested parties having the required specialized capabilities and experience to meet the requirements of this upcoming work are invited to submit a capability statement via email in documents that are compatible with Microsoft Office or Adobe Acrobat software applications. Include the following information: name and address of firm, size of business; DUNS number (if available); whether the firm is large, or eligible for any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners; list of customers over the preceding five years (highlight relevant work performed). Reponses should not exceed 3 pages total (no less than 10 point font except in figure captions). Due to mailbox limitations, email attachments should not exceed 10 MB file size. Proprietary information should be clearly marked as such. Pursuant to FAR 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this information is being made available for market research, information, and planning purposes and to allow industry the opportunity to understand the upcoming requirement, as well as to promote competition. This RFI is subject to review or cancellation at any time and is not to be construed as a commitment by the Government to enter into a contract. The Government will not pay for the information submitted in response to this request. This announcement does not constitute a Request for Proposal or Quotations. Please do not request a copy of the solicitation, as no solicitation exists at this time. If a firm requirement is developed and a solicitation is issued, the solicitation will be announced and made available on the Federal Business Opportunities (FBO.gov). Responses to this Request for Information / Sources Sought announcement will be used by DSW officials to make appropriate acquisition decisions, including decisions regarding small business set-aside. The purpose of this RFI is to identify potential sources experienced in this type of work in and around electrical substations, and to identify small business sources with the capability to fulfill the requirements of this proposed contract. Respondents are requested to submit the following information via email to baierl@wapa.gov no later than 3 PM local time on 7 November 2016.
