Attachment 0003 - Performance Work Statement (PWS) - Revised Amendment 0001 to RFP SPRBL1-17-R-0005 This Amendment is issued to correct several errors in the RFP. The date which proposals are due is extended to December 6, 2016. This RFP was previously synopsized under SPRBL1-16-R-0029. The RFP was renumbered to SPRBL1-17-R-0005 at the beginning of FY17. This RFP is for a five (5) year Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract. The proposed action is for the acquisition and repair of the MD-1383/A, NSN 5895-01-592-2129, Improved Data Modem (IDM-304B). The production portion of the acquisition will be firm-fixed-price (FFP). The services portion of the contract will be cost plus fixed fee (CPFF). The estimated quantity of the item to be procured is 100 each in year one, and 50 each in years 2-5. The quantity to be repaired under this contract is estimated to be 30-50 per year. This RFP will be not set-aside for small business. The MD-1383/A is a multi-channel receive and transmit terminal that interoperates with other digital message systems by processing Variable Message Format (VMF) and Air Force Application Program Development (AFAPD) messages with their associated procedural communication protocols. The contract requirements will be to produce and repair the MD-1383/A and load the appropriate Government supplied Operation Flight Program (OFP). The Government possesses a complete technical data package, including specification and detailed drawings, for this item. Sources will be required to undergo First Article Testing (FAT), unless waived by CECOM engineers. Based on market research, this item is manufactured for military use only and is not commercial; therefore, FAR Part 15 will apply to this acquisition.
