- Purpose The purpose of this Sources Sought (SS) is to identify small business Managed Service Providers (MSPs) headquartered in the United States who have proven ability to recruit and provide staff augmentation who are technically capable and highly experienced in, but not limited to, the below listed areas. • General business/administrative: administrative assistant, procurement, work planner, technical documentation writer; • Project management: STEM project coordinator and manager, work planner; • Engineering: all discipline to include civil, electrical structural, mechanical, nuclear, critical safety; • Safety basis: nuclear safety, project controls engineer, escort; • Training instructors: counter terrorism operations support; • Information Technology; • Radiological Control Technician NSTec Profile NSTec, LLC manages operations at the Nevada National Security Site (NNSS) and its related facilities and laboratories for the U.S. Department of Energy (DOE), National Nuclear Security Administration, Nevada Site Office (NNSA/NSO). NSTec utilizes approximately 200 staff augmentation personnel at any one time. Work performed for and at NSTec, LLC requires all personnel pass a thorough background investigation and drug testing, and are US citizens. NSTec is considering consolidating its current subcontracts to one 5 year subcontract with an MSP to obtain cost savings, efficiencies, and process improvements while providing a diverse pool of highly qualified and effective personnel. Place and Period of Performance The staff augmentation personnel are needed throughout NSTec's locations, Nevada, New Mexico, California, New York and Maryland with the majority of the staff located in Las Vegas and Mercury Nevada. Staff Augmentation personnel are needed for periods ranging from one week to multiple years. Minimum Requirements of MSP 1. Small business 2. Manage and administer a supplier network and the staff augmentation process 3. System compatible with Oracle 4. System of record, and robust reporting capabilities allowing for standard and customized reports 5. Recruit, maintain a pool of personnel, narrow qualified personnel, extend job offers and award positions 6. Ability to quickly (< 30 days) locate and provide qualified personnel 7. In order for NSTec to host NSTec's personnel's' data on remote systems (cloud or web-based), the remote system must be FedRamp accredited. Provide information on your company's system/cyber security. Desired Capabilities of MSP A. Vendor Management System (VMS) B. Local (Nevada) MSP representative Interested parties are to provide a response addressing its ability to meet each of the Minimum Requirements of MSP (1-7) and Desired Capabilities of MSP (A-B) to bachmama@nv.doe.gov.
