- Description
- Solicitation Package The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation RFQP05051600012 for the provision of LCP - Protestant Spiritual Guide Services. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Medical Center, Carswell, TX. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on price related factors only. The contract periods for the service will consist of a base year and four option years. The contractor will provide two Protestant Spiritual Guides (PSG) to give religious instruction based on expertise as it relates to the core curriculum materials. The PSGs must possess an ordination certificate or like document showing the contractor is a recognized clergy or spiritual leader in good standing with a recognized Protestant Christian community. Supplies that the contractor may need will be supplied by the Federal Medical Center, Carswell located in Fort Worth, Texas. These supplies will normally include any materials needed to perform the services covered under this contract. The contractor will provide up to 30 hours each week of religious instruction and counseling in conjunction with the core curriculum topic of the Residential LCP. The contractor will also provide leadership in weekly Protestant Christian studies. A session is defined as one (1) hour per day. A normal schedule of work will be Monday through Friday 11:00 a.m.-5:00 p.m. excluding Federal Holidays. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from this solicitation. The contract period shall consist of an estimated 12 month base period and four 12 month option periods for renewal along with a 6 month optional period after contract end date. The solicitation will be available on or about November 3, 2016 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about December 2, 2016. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-5 (Apr 2005) for Commercial Items and System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is restricted to Total Small Businesses. The North American Industrial Classification (NAICS) code is 813110 with a small business size standard of $7.5 million.
