Description
Questions Draft PWS SOURCES SOUGHT SYNOPSIS This Sources Sought Notice (SSN) is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ) or Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. For the purpose of this acquisition, the NAICS code is 611699, All Other Miscellaneous Schools and Instruction and the small business size standard if $11M. Information received in response to this notice will be used to further define the government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside. We encourage all small business concerns, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement. The mission of the United States Army Level C Full Spectrum Survival Evasion Resistance Escape (SERE) Course is to ensure each student graduates with the confidence and appropriate proficiency level to employ SERE and individual Personnel Recovery (PR) tactics, techniques, and procedures (TTPs) necessary to survive and return with honor regardless of the circumstances of isolation. Students are comprised of those individuals whose duties place them at a high risk of isolation or capture, as defined by DODI 1300.21, DODI 1300.23, AR 350-1 & the Training and Doctrine Command (TRADOC). All Officers who have branched Aviation are required to graduate from the U.S. Army level C SERE School at Fort Rucker prior to attending flight school unless they have previously attended another level C SERE School. This Sources Sought Notice is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269. Include the subject of the acquisition. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. Please provide a concise capability brief that includes: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Provide responses to the attached Industry Questionnaire. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Address any subcontracting, joint ventures or teaming arrangement you may use to perform the requirement to include possible "similarly situated entities" (same small business status) subcontractor(s). 4. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 5. Recommendations to improve the Army's approach/draft PWS (Attachment 1) to acquiring the services.
