- Description
- The Naval Air Warfare Center Aircraft Division intends to procure the Shipboard Aircraft Handler (SAH). Reference SOLICITATION NUMBER N68335-15-R-0119. Solicitation N68335-15-R-0119 will be issued as a full and open request for proposal (RFP). The following are some of the requirements for the new Shipboard Aircraft Handler (SAH). The SAH will operate on CVNs, LHDs and LHA-6 class ships and will be required to lift the nose or tail wheel off the ship's deck, maneuver and park/spot the following aircraft in the hangar bay: AV-8B, E-2C/D, F/A-18C/D/E/F, E/A-18G, F-35B/C, CH-53E/K, MH-60R/S, MV-22, T-45 and UAV/UCLASS. As required for any typical Navy support equipment, the SAH shall be highly reliable, maintainable and supportable. As a shipboard unit, it shall be capable of meeting shipboard shock, vibration, environmental, EMI/EMV and mobility criteria. The SAH must be configured to allow the vehicle to pass under the aircraft to access the nose/tail wheel and to pass under parked aircraft to traverse a packed hangar bay. It must be able to tow all the above aircraft around the hangar bay and onto the ships elevator. The SAH will be powered by a Tier 3 diesel engine and operated via remote control. Human factors engineering shall be utilized to the greatest extent possible to make the new SAH a user friendly piece of Support Equipment. The Government anticipates the award of a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a minimum quantity of 5 Pilot Production Units (PPUs) to be purchased with the first Delivery Order. After successful completion of contractor pilot production testing and government suitability and supportability evaluation, the government plans to issue delivery orders for the production units over three production years for up to 130 production SAH units. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract will be awarded to the responsible offeror whose proposal is determined to offer the best value to the Government. Proposals received will be evaluated under the factors of Technical, Experience, Past Performance, and Price. Contractors must be registered in SAM. Requests for Information (RFI) were issued for this effort on March 13, 2013 under N68335-13-RFI-0160 and on July 23, 2015 and January 12, 2016 under N68335-15-RFI-0119. The solicitation approach above for N68335-15-R-0119 was concurred with by the NAVAIR Office of Small Business Programs. The solicitation and any amendments will be posted on FedBizOpps under N68335-15-R-0119. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation will be posted on the web, on or about 22 November 2016. The Government will not accept electronic proposals.
