Description
Market Survey Fibrous Glass Reinforcing Mat DLA Troop Support is seeking industry feedback from interested parties concerning the manufacturing of Fibrous Glass Reinforcing Mat. The mat is fibrous glass and is described as an item composed of numerous glass fiber strands evenly distributed at random to form a uniformly thick material, then mechanically bound with thread, or chemically bound with a soluble plastic binder. This material can be used for in-flight radomes on aviation, heat shields for space applications, radomes on military aviation and as reinforcing material in the construction or repair of plastic boats. A radome (radar and dome) is defined as a structural, weatherproof enclosure that protects a microwave (radar) antenna. The item is currently manufactured by Hexcel Corporation (Cage 8Y518), Part Number 109866. IN ADDITION, ALL LABELING AND MARKING SHALL COMPLY WITH THE REQUIREMENTS OF MIL-STD-129, 49 CFR, 29 CFR, AND, AS APPLICABLE, ICAO TECHNICAL INSTRUCTIONS, IMDG ANNEX 1, AND/OR DLAI 4145.3. CERTIFICATION: ALL PACKAGING PERFORMANCE TEST REQUIREMENTS SHALL BE SUPPORTED BY CERTIFICATES AND REPORTS ATTESTING TO DATE OF TESTING AND DATA RESULTS OBTAINED FROM TESTING. THE CONTRACTOR'S SIGNED CERTIFICATION THAT PACKAGE CONFIGURATION MEETS 49 CFR, AND, AS APPLICABLE, ICAO, IMDG AND/OR DLAI 4145.3 REQUIREMENTS, SHALL BE INCLUDED ON THE DD FORM 250 (MATERIAL INSPECTION AND RECEIVING REPORT), OR ANY SUITABLE ALTERNATE COMMERCIAL PACKING LIST. ALL CERTIFICATES/REPORTS SHALL BE AVAILABLE FOR INSPECTION BY AUTHORIZED U. S. GOVERNMENT REPRESENTATIVES FOR A PERIOD OF NOT LESS THAN 3 YEARS FROM THE DATE OF SHIPMENT. IF THE MATERIAL IS NOT CONSIDERED HAZARDOUS,IN ACCORDANCE WITH FED-STD-313, THE MATERIAL SHALL BE COMMERCIALLY PACKAGED IN ACCORDANCE WITH "ASTM D3951." Responses to this survey must include documentation citing the following: -Contractor's experience demonstrating the capability to meet the Government's requirements in producing products that meet all performance requirements, and that are physically and functionally interchangeable with presently identified item. -Quality Standard (Government or Industry) that shall be in place for this effort. -Past Performance for the same or similar items. The contractor shall submit their part numbers, NSN, or nomenclature and the date of the last manufacturing effort of the same or similar items for which they have production experience. Government contract numbers, if applicable, shall be provided. -The contractor must provide information to show it possesses, or shall possess, adequate production plant facilities (equipment, tooling, and space) to enable it, or its subcontractors, to meet production delivery requirements for these items.
