This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. Contracting Office Address Department of Veterans Affairs (VA), NCO 19 3773 Cherry Creek Dr. North, Denver, CO, 80209 Point of Contact: Pedro Arritola, Pedro.Arritola2@va.gov Overview: The Veterans Health Administration Office of Community Care (VHA CC) located at 3773 Cherry Creek Drive North, Denver, CO 80209 is posting this Request for Information (RFI) for Certified Sign Language Interpreters. (See Draft SOW for more information) Please respond to this RFI if your company can perform this requirement in accordance with FAR Part 52.219-14 Limitations on Subcontraction (Nov 2011). As prescribed in 19.508(e) or 19.811-3(e), insert the following clause: Limitations on Subcontracting (Nov  2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for (1) Services (except construction). At least 50  percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50  percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15  percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25  percent of the cost of the contract, not including the cost of materials, with its own employees. (End of clause) Specific Response Instructions: Please submit your RFI response in accordance with the following: 1) No more than 20 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2) a response may be submitted via email to Pedro.Arritola2@va.gov otherwise, submit your response on GSA eBuy; 3) Submit your response by 3:00 P.M. (EST) on November 17, 2016; 4) Mark your response as Proprietary Information if the information is considered business sensitive. 5) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The government will not review any other information or attachments included, that are in excess of the 25 page limit. Information Requested from Industry: In response to the RFI, interested contractors shall submit the following information: Company Information / Socio-Economic Status Provide the company Size-Socioeconomic Status and POC information. VA has identified the appropriate North American Industry Classification System (NAICS) Code 541930 Translation and Interpretation Services, which has a size standard of $7.5 Million for this RFI. Please identify and explain any other NAICS codes your company believes would better represent the predominated work included in the attached SOW. Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business, and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA s VetBiz repository? Background/Past Experience Provide the following information on a maximum of three similar projects dealing with the services listed in the SOW. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. The name, address, and value of each project. DRAFT SOW Below: Department of Veterans Affairs Veterans Health Administration Office of Community Care (VHA CC) Sign Language Services Statement of Work The Veterans Health Administration Office of Community Care (VHA CC) located at 3773 Cherry Creek Drive North, Denver, CO 80209 is posting this Request for Information (RFI) for Certified Sign Language Interpreters. The contractor shall be responsible for all transportation, materials and tools required for these professional interpreters. Nationally certified Sign Language Interpreters shall be used for director s call meeting, staff meetings, work groups, training, one-on-one meetings with supervisors, business discussions, performance appraisals, counseling, and various events which may arise. A full-time sign language interpreter is on staff in the Denver office; however, there are times when 2 interpreters may be required, the staff interpreter may be absent, or have conflicting appointments to interpret. There are also Deaf employees in the Las Vegas and Ann Arbor offices. The Government interpreter will need an outside interpreting service to substitute when otherwise unavailable and to provide services outside of the Denver area. The contract interpreter agency shall respond to requests for services Mondays through Friday during normal business hours; 7:30AM 4:00PM, acknowledging receipt of request within 1 hour of notification. The agency shall provide the name(s) of assigned interpreters with sufficient notice that replacements can be found in the event the VA Deaf employee or staff member knows the assigned interpreter to be unacceptable. Period of Performance (POP) shall be stated in the solicitation. This Statement of Work (SOW) establishes requirements for sign language interpreter support services from an outside agency as previously described. Those contractors interested in participating shall have a minimum of five (5) years experience providing American Sign Language (ASL) interpreting services. Services encompass: interpret from English to ASL, ASL to English, English to a contact variety, and oral interpreting as needed accurately, truthfully and faithfully per the Code of Professional Conduct, keeping all information confidential including names of employees, content of discussion, and place of interpretation. National Certification with the Registry of Interpreters for the Deaf (RID) or National Association of the Deaf (NAD) card must be in the interpreter s possession at time of assignment and presented if requested. The Government shall not be liable for maintaining interpreter s personal certification. The contractor shall interpret as a team with the staff interpreter or instead of the staff interpreter on an as needed basis. The Government estimates 1 to 2 interpreters per hour, not to exceed an approximated 500 hours per year. Therefore this contract shall be invoiced per hour. All orders for services shall be requested via telephone or email by Kathy Timme (Primary) or Randy Romero (Alternate) in the Communications Department. The contracting agency must be able to provide certified sign language interpreters across the nation to meet the needs of all VHA CC employees (especially in Denver, CO; Las Vegas, NV; and Ann Arbor, MI). The contracting agency will be provided with parking and building access instructions for each location. Contract interpreters shall be required to check in with the VA security office and call the POC for all situations while entering the VHA CC complex. POC s will vary depending on the department requiring interpreting services. Event locations may vary as there are several deaf employees in different departments. If the staff interpreter or deaf employee realizes the agency interpreter is uncertified or incapable of interpreting the message accurately, truthfully and, faithfully the interpreter shall be dismissed as a breach of the terms and conditions of the contract. In such an event, another interpreter will be called at the expense of the contractor. Services shall be carried out within the terms and conditions, with the exception of National Holidays. National Holidays: The 10 holidays observed by the Federal Government are: New Year's Day Washington's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas Martin Luther King's Birthday This includes days specifically declared by the President of the United States to be a national holiday. Contractor performance shall be evaluated quarterly. Offeror shall provide documentation of how many nationally certified sign language interpreters are on staff and certifications held at the time of solicitation or otherwise be considered non responsive. The documentation shall include: (1) a capability statement at the time of solicitation to determine if vendor is technically acceptable: (2) Types of Certification of staff members: (3) statement of understanding that all interpreters working with VHA CC may be required to provide fingerprints, a favorable Special Agreement Check (via OPM/FBI) and complete VHA CC s HIPPA and Security training; at the agencies expense. The award is intended to be; Base with 3 year options. Americans with Disabilities Act (ADA) of 1990 states; The Government shall provide reasonable accommodation and effective communication. Providing sign language interpreter services is one means of appropriate accommodation for VA employees. In the event of a breach of obligations under this Agreement, refer to the Business Associate Agreement.
