- The Department of Veterans Affairs, VA Providence Healthcare System, has a requirement for an Independent Rater to support various research projects. The anticipated contract may be for up to 3 years. VA is conducting market research and is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) to meet this requirement. This is not a solicitation; it is a sources-sought notice to determine if sufficient capabilities exist to warrant a set-aside of this requirement. Vendors shall currently be VA Vendor Information Pages (VIP) verified or verified by the date of award which is anticipated to be early December, 2016. The VIP website is www.vip.vetbiz.gov. SDVOSB s or VOSB s believing they can provide the services and meet the verification requirements should email a capabilities statement to cheri.wicks@va.gov no later than November 9, 2016. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information. Please refer to the Performance Work Statement below for specific task requirements. Independent Rater Services for Outcome Measures for Adults with Upper Extremity Amputation -Part II (Sub project of Home Study of an Advanced Upper Limb Prosthesis) Background & Introduction The Department of Veterans Affairs Office of Research and Development has a requirement for a contractor to provide research contract services for the research project Home Study of an Advanced Upper Limb Prosthesis and other related RR&D projects. This contract s focus is to examine the test-retest reliability of measures collected for the study including, but not limited to the University of New Brunswick Test of Prosthetic Function (UNB) and the Activities Measure for Upper-Limb Amputees (AMU-LA). There may also be related special projects included as task orders (e.g. test administration). The contractor shall serve as an independent rater of the scores on activity performance tests as well as a test administrator. Scope, Objectives, Tasks, and Deliverables The contractor shall provide the following services in support of this contract: review video/rate subject performance, administer standardized rehabilitation tests, maintain study documentation, attend study meetings, participate in ongoing communication and consultation. Period of Performance Base period - December 17, 2016 December 16, 2017 Option period 1 - December 17, 2017 December 16, 2018 Option period 2 - December 17, 2018 December 16, 2019 Tasks Task 1: Serve as an independent rater of UNB Test . Review/Rate Subject Performance: The contractor shall review video of study subjects and rate each subject s performance based on the standardized guidelines provided by the VA Principal Investigator. Maintain Study Documentation: The contractor shall be assigned study files by the Data Manager at the beginning of each session and will be responsible for documenting their performance ratings and other applicable notes for each session in such files. The contractor will return all study files to the Data Manager at the end of each rating session. Participate in Ongoing Communication: The contractor shall participate in ongoing communication (i.e. emails, telephone calls, etc.) and consultation regarding each rated video as needed. Attend Study Meetings: The contractor shall attend study team planning, orientation and training meetings regarding rated videos as determined by Dr. X or the Project Coordinator. Task 2: Serve as an independent rater of AMU-LA . Review/Rate Subject Performance: The contractor shall review video of study subjects and rate each subject s performance based on the standardized guidelines provided by the VA Principal Investigator. Maintain Study Documentation: The contractor shall be assigned study files by the Data Manager at the beginning of each session and will be responsible for documenting their performance ratings and other applicable notes in such files. The contractor will return all study files to the Data Manager at the end of each rating session. Participate in Ongoing Communication: The contractor shall participate in ongoing communication (i.e. emails, telephone calls, etc.) and consultation regarding each rated video as needed. Attend Study Meetings: The contractor shall attend study team planning, orientation and training meetings regarding rated videos as determined by Dr. X or the Project Coordinator. Task 3: Administer Standardized Tests and Measures Perform Test Administration: The contractor shall perform standardized tests based on the guidelines provided by the VA Principal Investigator. Maintain Study Documentation: The contractor shall be responsible for documenting performance ratings and other applicable notes in study files. The contractor will return all study files to the study PI or Coordinator at the end of each study session. Participate in Ongoing Communication: The contractor shall participate in ongoing communication (i.e. emails, telephone calls, etc.) and consultation as needed. Attend Study Meetings: The contractor shall attend study team planning, orientation and training meetings as determined by Dr. X or the Project Coordinator. Progress Progress shall be measured by the number of the number of completed performance ratings and/or tests. The number of ratings and tests is estimated in the schedule. The Study Coordinator will review reports completed by the contractor and will provide the VA Study Principal Investigator with a status report each month. If it determined that additional time to complete this project is required, an extension will be requested of the contracting office. This shall include: obtain and maintain all necessary VA required research and security trainings as directed by the Project Coordinator and/or Research Training Coordinator. Note and Other Information The VA official responsible for verifying contract compliance and verifying invoices is the COR assigned to this contract. All work conducted must be compliant with VA Office of Research and Development guidelines, and completed through coordination with the Principal Investigator.
