Attachment 3: Supporting Images for Holiday Decorations Attachment 2: Statement of Work (SOW) Attachment 1: Request for Quote (RFQ) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA4608-17-Q-0002 in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2005-90 effective 01 November 2016). This is a total set aside for small business and the associated North American Industry Classification (NAICS) number is 339999 and the (SIC) Code is 2499. The small business size standard is 500 employees. Multiple Awards will be considered for this procurement. (ii) PURPOSE/DESCRIPTION: The Government intends to procure by a Firm-Fixed Price Contract Holiday Decorations for Barksdale AFB. The Contractor shall furnish labor, tools, materials, facilities, transportation, and training necessary to install and display Holiday Decorations. The Government requires the tree to be installed first and no later than December 9, 2016 at 3 p.m. CST. (iii) The RFQ is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo. *Important Notes: 1. To be eligible for contract award, vendor must be registered in the System for Award Management (SAM) and must also complete Representations and Certifications at http:www.sam.gov, per FAR 52.204-7. 2. All payments by the Government under any associated contract shall be made by electronic funds transfer (EFT), per FAR 52.232-33, 3. See applicable FAR, DFARS, and AFFARS Clauses and Provisions that apply. 4. Do not transmit classified information over unsecured telecommunications systems. Official DoD telecommunications systems are subject to monitoring. Using DoD telecommunications systems constitutes consent to monitoring. 5. A site visit is scheduled for 1 PM on 9 November 2016. We will meet at the main gate visitors center off of Barksdale Blvd. Please let the Contract Specialist and Contracting Officer know if you plan on attending so you can be escorted onto the installation. (iv) Please see attachments for Salient Features and further details. The government intends to award a Firm-Fixed Price contract for the following: See Attachment 1 : Request for Quote (RFQ) See Attachment 2 : Statement of Work (SOW) See Attachment 3 : Supporting Images for Holiday Decorations (v) The following FAR references may be accessed from http://farsite.hill.af.mil A. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items. B. IAW FAR 52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting from this combo to the responsible offeror whose offer conforming to the combo will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i. Price - fair and reasonable. ii. Technical Acceptability - must be found technically acceptable from the end user Offers will be evaluated on price and technical acceptability. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the lowest evaluated price. C. Offerors shall remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS IAW FAR 52.212-3, following the instructions as provided in the clause. D.
