- This Request for Information (RFI) is issued in accordance with DFARS 206.303-2 as part of market research for the sole source procurement of technical data to be utilized to convert eight USN MH-60R Embedded Global Positioning System (GPS)/Inertial Guidance Units (INU) (EGIs) part number (P/N): 233A935-10/812700-0013 or 812700-0014 to the Royal Australian Navy (RAN) configured P/N: AU233A935-0101/812700-0014 in support of the Multi-Mission Helicopter Program Office (PMA-299). Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source contract delivery order under an existing Basic Ordering Agreement (BOA) N00019-15-G-0026 with the original manufacturer and developer of the domestic EGI, Northrop Grumman Systems Corporation, 2211 W. North Temple, Salt Lake City, Utah 84116-2993. Sole Source/Statutory Authority Permitting Other Than Full and Open Competition: Title 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Government encourages any interested companies, with the capabilities and facilities to meet the above PMA-299 requirement while avoiding unacceptable delays interrupting the conversion of the domestic EGI to the RAN EGI, to submit a capability statement no longer than 10 pages for the purpose of determining whether to initiate a competitive procurement. Please submit to Naval Air Systems Command, Attention: John Slade, AIR 2.3.4.1.7, 47123 Buse Road, BLDG, 2272, Room 155, Patuxent River, MD 20670. All other questions and/or comments shall be put in writing and e-mailed to the attention of John Slade at john.slade@navy.mil.
