- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that Lajes Field, Terceira, Azores, Portugal intends to solicit proposals and award a single award firm fixed price contract using FAR Parts 12, 13, 37, with FAR Part 15 evaluation procedures. The contract term will be a base period of eleven (11) months plus four (4) one (1) year options; beginning on 1 November 2017 to 30 September 2018. This synopsis is for a solicitation for the following: Non-personal service, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Lajes Field, Azores, Portugal and off Base support sites in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance through the growing season, which for Lajes Field consists of 52 weeks a year. The NAICS Code for this procurement is 561730. The anticipated solicitation release date on or about 03 April 2017. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of Entry located at http://www.fedbizopps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov. THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Azores, Portugal. In accordance with (IAW), FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
