Description
Justification and Approval - Sole Source Statement of Work The Library of Congress intends to issue this requirement as a sole source purchase order to the ISSN International Centre located in Paris, France. See the above statement of work and attached Justification and Approval for details. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached SOW. The capability statement must not exceed 5 (five) double-spaced pages and shall include the following information: 1) Company Name, DUNS Number, Address, Point of Contact, phone number and email address, 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.), 3) References, including name, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses, and 4) Resumes for key personnel that would work on the contract for individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work (Resumes are not counted as part of the 5 page limit for capability statements). In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source Purchase Order to the ISSN International Centre in Paris, France, is posted with this notice. This requirement is for the purchase of annual membership to the ISSN, whose network consists of eighty-nine centers worldwide coordinated by the ISSN International Centre located in Paris, France. International Standard Serial Numbers (ISSN) are assigned to serials published in the United States by the U.S. ISSN Center at The Library Of Congress. The U.S. ISSN Center, part of the international ISSN Network, assigns International Standard Serial Numbers (ISSN) to serials published in the U.S. The ISSN is a standard identifier for serials (e.g., journals, magazines, newsletters, newspapers, annuals) as well as other continuing resources such as databases, whether published in print, online or other media. Each medium version is assigned a separate ISSN. The annual ISSN membership will allow the LOC, as the designated U.S. ISSN Center, to perform a critical role in uniform numbering and support of: • Publishers who wish to identify their serial publications and incorporate a barcode on the magazine, journal or newspaper for sale via the major retailers. • Libraries which use the ISSN as a fundamental identifier for distinguishing between identical serial titles and facilitating check-in and ordering procedures, collection management, legal deposit, interlibrary loans etc. • Catalogue databases which use the ISSN as a record control number and can make use of the records on the ISSN register. • Documentation centers and databases which handle bibliographic references and use the ISSN for more accurate serials citation, abstracting and indexing services etc. • Subscription agencies who act as intermediaries between publishers and their customers use the ISSN to ensure the correct serial publication is ordered. • Academics who wish to cite in full details of publications for research purposes. • Retailers / wholesalers who use ISSN based barcodes within their own internal systems in order to assess and control magazine/newspaper circulation.
