2ND QTR FY17 NATIONAL MENU PACKAGE U.S. Department of Justice Federal Bureau of Prisons Federal Correctional Complex - Coleman P.O. Box 1029 Coleman, FL 33521-1029 November 2, 2016 Dear Offeror: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQP03021700002 and is being issued as an RFQ. This acquisition is for the Federal Bureau of Prisons, Federal Correctional Complex, Coleman, Florida, for the requirements of: FY 2017 2nd QUARTER NATIONAL MENU. This requirement begins on January 1, 2017 through March 31, 2017. This solicitation is for NAICS code 311999 and is restricted to 100% Small Business, FOB Destination, at the Federal Correctional Complex, 846 NE 54th Terrace, Coleman, FL 33521. The contract type is firm-fixed price. The Government reserves the right upon award to make formal single or multiple awards. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, will be the most advantageous to the Government, with past performance and price considered, prices being rated slightly higher than past performance. All future information about this acquisition, including amendments, will be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this solicitation. Payment will be made using Electronic Funds Transfer (EFT). Upon request, vendors may be required to provide samples of products quoted prior to an award decision being made. The point of contact for all information regarding this solicitation is Clarice Bailey, Contracting Officer, unless otherwise noted. Please see below for incorporated contract clauses and provisions, delivery schedule, and quote sheet. These items constitute the solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Complex, Coleman, Florida, Contracting Office, for the acquisition of various food service products for our facility. This package contains all the necessary information for submitting a quote for evaluation. In submitting the quote, offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote. Offers must be completed on the National Menu Specifications - Quote Sheet. The delivery schedule for each line item is listed on that quote sheet. All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 Contract Terms and Conditions - Commercial Items. This clause requires all contractors doing business with the Federal Government to be registered in the SAM database. Offerors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's DUNS number into the SAM database. All potential offerors are required to complete the annual representations and certifications electronically via System Award Management (SAM), which should be completed at http://sam.gov. This information is included in this solicitation in the provision FAR 52.212-1 Instructions to Offerors - Commercial Items. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. Offers shall be received on or before the deadline of Friday, December 2, 2016, 11:00 pm Eastern Standard Time, via email. Email is the preferred method of submission. Quotes received after the deadline will not be considered! The anticipated award date is December 19, 2016. Please place any questions you may have in writing and email them to j1belle@bop.gov. I will consider all questions received and provide responses, where appropriate (no telephone calls please). Please make sure you have read the entire combined synopsis/solicitation, specifications and delivery schedule, if the answer is addressed in those documents you will not receive a response. There will be no exceptions to the specifications listed in the solicitation. You will be responsible for providing the correct prices to match our units of measurement. I will not do the conversions on the math. If you fail to meet the attached delivery schedule or attempt to provide an item that doesn't meet the specifications it will be noted as a performance issue and your quote for the next quarter may not be considered. The award notices for the 1st quarter will be posted at www.fbo.gov as soon as possible after the award of the products. It can be found under award notices and also there will be a file added to the solicitation that lists each line item individually (please no phone calls or self-addressed envelopes). To get the awarded prices for the 1st quarter go to the solicitation and view the information there. Potential awardees may be required to send a label and/or sample so that the Food Service Administrator can make a preliminary determination as to whether the product is acceptable. Then once the product arrives, it will be closely inspected by the Food Service Administrator and/or the Warehouse Receiving staff for rejection or preliminary acceptance. Since a product may require thawing, cooking or tasting to determine specification compliance, receipt of delivery is conditional to allow for adequate examination and testing. Products that are conditionally received and found to be unacceptable must be picked up at the vendor's expense within 2 weeks of notification or it will be disposed of.
