Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source IDIQ contract for a 12 month base and (4) annual option years to obtain specialized laboratory testing services for consultative dermatopathology, chromosome analysis, and consultative surgical pathology services to include both technical and professional components, pathology professional services for flow cytometry testing, and special coagulation testing, autopsy services and other selected clinical pathology tests for VA Connecticut Healthcare System, West Haven Campus from Yale University/School of Medicine, 105 Wall St., New Haven, CT 06511. Due to the affiliate relationship with the VA CT, Yale University/School of Medicine is uniquely qualified to meet the need for these varied specialized laboratory testing and autopsy services. Yale University/School of Medicine is the only vendor that can meet this need. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The solicitation will be available to Yale University/School of Medicine on or about 11/8/2016. No response was received to the Sources Sought Notice published to FBO on 10/18/2016 under #VA241-17-Q-0021. The applicable NAICS code is 621511. The FSC/PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
