- Statement of Work Production and delivery of Peculiar Support Equipment (PSE) in support of the MQ-8C Fire Scout Program. DISCLAIMER THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding a Naval Air Warfare Center, Lakehurst, NJ planned procurement for the production and delivery of Peculiar Support Equipment (PSE) end items required to support the MQ-8C Unmanned Aircraft Systems (UAS) Program. These PSE end items are integral for the full complement of Support Equipment needed to perform preventative and remedial maintenance on the MQ-8C Aircraft. Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration, to aid in refinement of this requirement. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing production and delivery of the PSE end items required to perform maintenance on the MQ-8C Fire Scout described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is 5120; the NAICS is 332216 with a size standard of 750 employees. All interested businesses are encouraged to respond. REQUIREMENTS This procurement is for up to fifty- five (55) Servo Actuator Rigging Tools, P/N RBT102019; up to fifty-five (55) Lifting Tools, P/N RBT102137-107; up to fifty-four (54) 406 Main Rotor Blade Trim Tab Bend Angle Gage Assemblies, P/N RBT103316-101; and up to fifty-five (55) Main Rotor Trim Tab Bender Assemblies, P/N RBT103317-101, in support of the MQ-8C Unmanned Aircraft Systems (UAS) Program. These PSE end items are integral for the full complement of Support Equipment needed to perform preventative and remedial maintenance on the MQ-8C Aircraft. This is a 5-year option-type contract with a requirement of 5 each in the base year. Five (5) option periods will also be included for a maximum quantity of ten (10) units for each item in each option period. Each option unit will be on a separate CLIN to allow one (1) unit to be procured at a time. The requirement is as follows: Rigging Tool, Servo Actuator, P/N RBT102019, NSN 5110-01-647-3139: Base Quantity 5 each; Option Year 1 up to 4 units; Option Year 2 up to 4 units, Option Year 3 up to 4 units, Option Year 4 up to 4 units; and Option Year 5 up to 4 units. Lifting Tool, P/N RBT102137-107, NSN 5120-01-646-5850: Base Quantity 5 each; Option Year 1 up to 4 units; Option Year 2 up to 4 units, Option Year 3 up to 4 units, Option Year 4 up to 4 units, and Option Year 5 up to 4 units. Gage Assembly, Bend, Angle, Trim Tab, 406 Main Rotor Blade, P/N RBT103316-101, NSN 4920-01-192-4922: Base Quantity 4 each; Option Year 1 up to 4 units; Option Year 2 up to 4 units; Option Year 3 up to 4 units; Option Year 4 up to 4 units; and Option Year 5 up to 4 units. Bender Assembly, Trim Tab, Main Rotor, P/N RBT103317-101: Base Quantity 5 each; Option Year 1 up to 4 units, Option Year 2 up to 4 units; Option Year 3 up to 4 units; Option Year 4 up to 4 units; and Option Year 5 up to 4 units. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements listed in the attached Statement of Work (SOW). This documentation must address, at a minimum, the following: Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; Statement regarding capability. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern under the planned NAICS code. The capability statement package shall be sent by mail to AIR-2.5.2.5.1 contracts, Shannan Germond, by email to Shannan.Germond@navy.mil. Submissions must be received at the office cited no later than 3:00 p.m. Eastern Standard Time on 21 November 2016.
