Description
The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Immunogenetics (LIG) intends to negotiate on an other than full and open competition basis with Atlanta Biologicals, 4172 Industrial Way, Flowery Branch, GA 30542 to procure Fetal Bovine Serum - Premium, #S11150, 500ml, Lot #G15073, quantity 96 each. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items, and FAR 52.211-6 Brand Name or Equal. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Rockville, Maryland 20852 approximately 1 to 5 days after receipt of award. This lot specific fetal bovine serum will be used with the natural killer (NK) cells that have an essential role in immune defense against pathogens and cancer. The lot has been tested in vitro of NK cell line. Should the lot of fetal bovine serum change from the lot specific the testing process would have to begin once again, which can delay planned experiments for an estimate 4 to 5 weeks. The lab has been using the serum, which it would be detrimental to the on-going research to switch brands in the middle of testing The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same fetal bovine serum lot specific may submit their capabilities in writing and must contain sufficient detail information that could be considered by email (subject line to reference NIAID-NOI-17-1821601) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, November 14, 2016. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
