- Market Research and Sources Sought Notice for information on capability and availability of potential Small Business contractors to perform design-build construction services in support of Mobile District's Military and Support for Others Construction Program. This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms to establish up to six regional $46M Small Business Single Award Task Order Contracts (SATOC) at the following locations: Engineering Research Development Center, Vicksburg, MS; Redstone Arsenal, Huntsville, AL; North Alabama Area Office, Huntsville, AL; South Alabama Area Office, Anniston Army Depot, AL; Gulf Coast Area Office, Eglin AFB, FL and Florida Area Office, Patrick AFB, FL. Work may located be at or within the Area of Responsibility of the base locations. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to design and construct various type facilities in support of its Military and Support for Others Construction Program at locations within its Area of Responsibility (AOR) which includes Alabama, Tennessee, Mississippi and Florida. Construction could include all types of Army and Air Force facilities to include administration, vehicle maintenance, training, flight line, dormitory, access control, repair shops, warehouses and similar type facilities. Contracts will be advertised as both Design-Bid-Build and Design-Build projects. The cost of construction of individual projects are generally anticipated to be in the range of $1.0M to $10.0M for Small Business concerns. Proposed construction would be over several program years starting in Fiscal Year 2018 with project specific durations in the range of 180 to 540 calendar days. Sources for Small Business concerns are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $36.5 million. Responses are requested to provide the following information, which shall not exceed a total of eight pages. 1. Offerors' name, home office and/or local office assigned to perform work address, and points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, Women Owned Business or 8(a), as well as, which location(s) the contractor is interested in submitting a proposal for shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars, along with current available bonding capacity). 4. Description of capability to perform the proposed construction within each region, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude for which the firm acted in the role of prime contractor, describing no more than five (5) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Projects constructed OCONUS are not considered relevant. NO HARDCOPY RESPONSES WILL BE ACCEPTED. ALL RESPONSES WILL BE ELECTRONIC and submitted in pdf format to the following email address: kyle.m.rodgers@usace.army.mil The subject line of the email shall reference the Market Research number W91278-17-L-0004 and submittals are due no later than November 21, 2016. Electronic submittals will be retained for future reference; however, they are to be considered source sensitive and not subject to public disclosure. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government. The responses will be reviewed to determine what categories of small businesses are interested in this procurement and, of those who submit a response, which are capable of performing the above types of work.
