- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to Western Ecosystems Technology, Inc., 415 W. 17th St Suite 200, Cheyenne, WY 82001 to study and estimate the nesting population of the golden eagle (Aquila chrysaetos) in part of the western United States. This study is a continuation of a pilot survey that was conducted in 2003, modified in 2006, and continued using the same methodology through 2014 (with a slight deviation in 2011). The 2017 survey will cover the same geographic region as was covered in 2006-2016 (with the exception of 2011). These surveys are part of a long-term survey to determine the status and trends of golden eagles in the western United States. Review of the first five years of the survey determined that a minimum of ten years of surveys is desirable for establishing a baseline for estimates of long-term population trends. How to address the 2nd ten-year interval will be determined after the first ten years are completed. This contract will provide funding for one additional year of the survey to be conducted in winter 2017, to provide further estimates of the total number of Golden Eagles in the 4 Bird Conservation Regions (BCR) covered by the survey and provide a ten-year analysis of trends of Golden Eagles of all ages and of productivity for the survey area as a whole and for each BCR. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
