- SOURCES SOUGHT NOTICE. No solicitation is available. This notice is released pursuant to FAR 15.201(e) Exchanges with Industry. Portsmouth Naval Shipyard is seeking to identify sources to accomplish a firm fixed price contract for repair and maintenance on a Virginia class submarine. The proposed contract action is for products and services for which the Government intends to solicit only one source (Northrop Grumman Marine Systems). This requirement is to provide the services of a qualified Original Equipment Manufacturer (OEM) representative to disassemble, clean free of corrosion, and inspect the No. One and No. Two Turbine High Pressure (THP) bearing assembly, THP Radial Rotor, Thrust Rotor and inboard Thrust Stator Assembly for signs of overheating or defects and record the inspection results. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Northrop Grumman Marine Systems owns the proprietary equipment, proprietary drawings and is experienced in performing the appropriate procedures and services required. Northrop Grumman, as the OEM, is the only vendor that has performed this particular repair and able to accomplish the requirement procedures. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Therefore, all interested parties are encouraged to respond. Questions regarding this requirement may be emailed to Christina Allaire at christina.allaire@navy.mil. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
