- DOL-MSH-17-R-00001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. The solicitation number is DOL-MSH-17-R-00001 and is issued as a request for proposal, unless otherwise indicated herein. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90, dated October 25, 2016. This is a 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $15M. Period of performance is anticipated to begin January 15, 2017. The Contractor shall provide all personnel, management, tools, supplies, equipment, training, parts and labor necessary to inspect, maintain, service and repair, and any other necessary work required to the electrical systems at the Mine Safety & Health Academy in Beaver, West Virginia in accordance with the contract and the Statement of Work. Award of a base year with three option periods is anticipated. Contractors must provide offer for base year and all three option periods to be considered for award. Site Visit: A site visit is scheduled for 10:00 a.m. EST, Tuesday, November 15, 2016 at the Mine Safety & Health Academy, 1301 Airport Road, Beaver, West Virginia, 25813. Attendance of the site visit is highly encouraged. It is expected that any interested party will be present to tour the facility in order to fully understand the scope of the work to be performed. Interested parties must pre-register to attend the site visit by e-mailing Contract Specialist Brandi Brinson at Brinson.brandi@dol.gov no later than 12:00 noon, Monday, November 14, 2016. Name of the company name and the name(s) of the individual(s) that will be present for the site visit. Photo ID may be required at the security gates for access to the premises. Please have a photo ID available. Questions: Any questions are due via e-mail to Contract Specialist Brandi Brinson at Brinson.brandi@dol.gov no later than 12:00 p.m. EST, Thursday, November 17, 2016. No phone calls please. Questions not received by this deadline may not be considered or answered. Answers to all timely questions will be posted to FedBizOpps as soon as possible after this date, but in sufficient time for final offers to be prepared and submitted. Offeror must be completely registered in the System for Award Management https://www.sam.gov. Registration is free. Contractors must include and submit a current business license and electrical certification in their offer package. In the performance of work hereunder, the contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, state, or local Government, or subdivisions thereof, or of any other duly constituted public authority. Further, the Contractor shall obey and abide by all applicable laws and ordinances.
