Description

This is a SOURCES SOUGHT SYNOPSIS for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for a design-build construction contract for the installation of an aqueous foam fire suppression systems at Hangar Buildings 108 & 109 located at Stewart Army Sub-Post. The hangars are part of the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this sources sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey and Pennsylvania with an SBA approved office for competition in New York, Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing a construction project using the design-bid-build process to meet the needs of the U.S. Military Academy. The NAICS code for this project is 238290, Other Building Equipment Contractors. The small business size standard is $15 million. It is anticipated that the program need for the project be met through the use of the one phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. New York District, U.S. Army Corps of Engineers (District) is preparing a design-build request for proposal (RFP) and award a fixed firm priced construction contract for the design and installation of a fire suppression and mass notification fire alarm system (Monaco Brand) in the two aircraft service hangars, Buildings 108 and 109 in accordance with UFC 4-211-01 (draft), UFC 3-600-011 and NFPA 409 that will communicate with the “head end” Monaco panel with local Fire Departments (Vail’s Gate, ANG Fire Dept.) and the West Point Fire Dept. Building. The J&A for the Monaco Brand is pending. Period of Performance: Approximately 540 calendar days after Notice to Proceed. Notice to Proceed is anticipated to occur between August 2017 and September 2017. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience in the design and construction of aqueous foam fire suppression systems and mass notification systems, similar in cost magnitude (greater than or equal to $750,000). The information submitted will be considered in the development of the acquisition strategy to support this program. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. For 8(a) and HUBZONE, firms must be certified by the Small Business Administration (SBA). All interested businesses responding to this Market Research Synopsis shall be limited to the information required above and shall be submitted via email or in writing by mail no later than 1600 (4 pm) EST on Thursday, December 29, 2016.
