- Sources Sought Notice for Access Lifecycle Management Maintenance The Information Sharing and Services Office (IS2O), Identity Services Branch (ISB) mission is to define, plan, promote, and coordinate the enterprise implementation of the Homeland Security Identity, Credential, and Access Management (ICAM) environment in accordance with federal mandates and best practices. These services represent the incorporation of digital identities, credentials, and access control into one comprehensive enterprise services approach. ISB has established an "Access Lifecycle Management" (ALM) initiative to automate and digitally manage policy-driven access management. ALM is synonymous, or closely related with other industry terms, including "Identity Management," "Identity and Access Governance," "Identity Governance and Administration," and, to some extent, "Governance, Risk and Compliance." To support the ALM initiative, ISB needs a product that can meet the following capabilities. Access Recertification (ARC) Access Request & Approval (ARA) Audit and Reporting (AUR) Automated Provisioning (AUP) Digital Identity Attribute Management (DIA) Automated Account Reconciliation & Reporting (AAR) Separation of Duties (SOD) User Lifecycle Management (ULM) ALM Utility (UTL) In addition to the capabilities listed in the table above, the product should provide the following implementation criteria. • Scalability references the ALM's ability to meet DHS's needs by adding additional memory, processors, disk space, load balancers, servers, etc. to accommodate thousands of concurrent users and 1 million managed identities. • Flexibility references the ALM's ability to be installed on different operating systems, on different application servers, and to store its data using different database products. • Configurability references the ALM's ability to be modified so that it can establish read or read/write connections to different data sources and applications as well as to support customized workflows. • Interoperability references the ALM's ability to connect to existing systems however this feels exactly like flexibility. In addition to the capabilities and implementation criteria, maintenance support is required for the ALM solution to include: • Patches and upgrades to the COTS product for ALM • Troubleshooting support from the ALM vendor to include trouble tickets and resolution Sources that have the ability to provide the services described in this notice are asked to provide a corporate capability statement that includes general background information and technical capabilities describing your firm's experience with projects similar in size and scope to the requirement. The capability statement shall be a maximum of four (4) pages. It shall include a cover sheet that includes: 1. Company name and address; 2. Points of contact including phone numbers and e-mail addresses; 3. DUNS number and North American Industry Classification System codes; 4. Business size, large or small business, and if small indicate what types of small business concern (e.g. hubzone, 8(a), woman-owned...); and 5. Listing of contract vehicles held (e.g. General Services Administration schedules including Special Item Numbers) under which your company can provide the services described in this notice. The remainder of the capability statement shall include the following: 1. Maintenance agreement for the ALM COTS product described in this notice. 2. A description of features and benefits provided by the maintenance agreement. Submissions shall be made using Microsoft Office applications. The cover sheet and maintenance agreement shall be excluded in the page limit. The font shall not be smaller than 12-point Times New Roman.
