Description

Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced contract to Roche Diagnostics Corporation for procurement of the following services: 0001: Support and Maintenance Services, Ventana BenchMark Ultra; Contractor shall provide services in accordance with the Statement of Work Quantity: 2 (Serial Number, Serial Number) Unit of Issue: YR (12 Months) 1001: Option, 1 YR 2001: Option, 1 YR 3001: Option, 1 YR Statement of Work: Contractor shall provide unlimited on-site service support by a qualified field service engineer, Monday thru Friday 8:00 AM to 5:00 PM, excluding recognized holidays. Repair service to be dispatched within 48 hours from request time. Costs for all repairs and preventative maintenance services, parts, and shipping charges are included. Contractor shall provide an annual preventative maintenance service, to be performed by a qualified field service engineer, completed within 30 days of request. Contractor shall provide unlimited on-site troubleshooting by a qualified field service engineer, Monday thru Friday, 8:00 AM to 5:00 PM. Services include the installation of any operational modifications by a qualified field service engineer during the next scheduled service visit. The proposed sole source procurement is being made by a pricing agreement with Roche Diagnostics Corporation (RDC). RDC has provided NCO 17 with a sole source letter that states North America Ventana Medical Systems is the sole manufacturer of the BenchMark Ultra and its affiliate Roche Diagnostics Corporation is the distributor for all Ventana instrumentations and required reagents/ancillaries. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to Roche Diagnostics Corporation without further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Notice: the POC for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
