- Draft IDIQ Scope of Work Request for Information in Support of U.S. Coast Guard Search and Rescue Optimal Planning System (SAROPS) HSCG44-17-R-RFI0002 Disclaimer and Important Notes: This request for Information (RFI) is for Market Research purposed only and is not a Request for Proposal or Quote. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background: The Coast Guard's Command, Control and Communications Engineering Center (C3CEN) develops, builds, fields, trains, and supports advanced electronic command, control, and navigation systems. C3CEN develops system components using contracted services to fulfill the mission requirements for Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) capabilities. C3CEN integrates existing government and commercial products with standard technologies and environments (e.g., Esri ArcGIS for Desktop Basic) to create interoperable and compatible systems which align with Department of Homeland Security and Department of Defense solutions. C3CEN products adhere to enterprise level direction provided by the USCG, DHS and DISA. In 2003 the USCG developed the Search and Rescue Optimal Planning System (SAROPS) to support the USCG Search and Rescue (SAR) mission. The USCG deployed SAROPS in early 2007. SAROPS is a Command and Control tool used for the direction of military forces. The SAROPS product is a Search Action Plan (SAP) with search assignments for Search and Rescue Units (SRUs). SAROPS is written as series of extensions to Esri's Geographic Information System (ArcGIS for Desktop). SAROPS depends heavily on an Environmental Data Server (EDS), whose function is to centralize environmental data products from various sources and formats and to provide them in a standard format, on demand, to the SAROPS application. During the 2017 to 2020 timeframe, SAROPS the USCG expects to consolidate SAROPS under the umbrella of the Coast Guard 1 View (CG1V) initiative within the Enterprise Widget Storefront (EWS). The CG1V-EWS is based on the Ozone Widget Framework (OWF). The USCG's intention to move SAROPS from ArcGIS Desktop to a Service Oriented Architecture (SOA) and leverage the latest in back-end services, cloud computing, and web client viewing. The USCG's goal is to establish a consolidated solution yielding a unified multi-mission support with improved performance and a reduced computer resource footprint. Requirement: The Department of Homeland Security, U.S. Coast Guard, Command, Control, and Communications Engineering Center (C3CEN) is conducting market research regarding the availability of potential sources for on-site and off-site professional services in accordance with the definition of FAR Part 22.1102 in the areas Search and Rescue Optimal Planning System (SAROPS) maintenance, support, and related SAROPS activities including, but not limited to: IT operations and maintenance services for SAROPS Assess the impact of changes to system Develop system requirements based upon change requests Prepare and Maintain system documentation Analyze system component maintenance Respond and resolve user problems and trouble calls Maintain help desk support These services currently are provided by Northrop-Grumman Corp. The USCG anticipates a future contract that will be a single award Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with a total period of performance of five (5) years. The USCG anticipates the NAICS code to 541990. The USCG anticipates the solicitation to be posted to the FedBizOps website approximately 30 March 2017. The draft Statement of Work is provided as an attachment to this Request for Information. C3CEN is seeking contractor services in support of lifecycle operations and maintenance of USCG SAROPS system and components. The NAICS code for this RFI is 541990 All Other Professional Scientific and Technical Services. Contractors doing business with the Government are required to register in the System for Award Management (SAM) database before they can be awarded a contract. Submission of Information: Interested parties are encouraged to submit a response which supports the company's claim that it presently has the capability, qualifications, and experience to satisfy the requirements. If there are areas in the Draft Scope of Work that your company and perspective team cannot meet, please identify those areas in your response along with amplifying information as to why your team cannot meet the government's request. The Coast Guard's requirement may be refined based on knowledge gained from RFI submissions. Specifically, any interested parties are requested to provide the following information: 1. Positive statement of your interest in this procurement as a prime contractor Description of your capabilities, qualifications, and experiences that might fill this requirement: 5. What type of Command, Control, Communications, Computers and Information Technology (C4IT) related systems and equipment does your company have experience with? 6. In relation to the Draft Scope of Work, what functional areas has your company provided within the last 3 years? 7. Do you offer these or similar services commercially? 8. Are these services under a current GSA Schedule or do you currently have a contract for this service with any other Federal Agency?) 9. Are there commercial services that you offer that could be modified to fulfill this need? 10. Do you have a commercial catalog for a related group of services? 11. What new services do you plan to offer sometime in the future that might affect this requirement? 12. What experience does your company have as a prime contractor managing the efforts of one or more sub-contractors supporting a Federal Agency? 13. Do you offer discounts to your customers? 14. Do you have the ability to host and perform services described in the Draft Scope of Work, at an off-site location, within local commuting distance of Portsmouth, VA? 15. What is the level of your current Facility Clearance Level (FCL) and does it include safeguarding? 16. What risks or impediments to performance would you anticipate in the performance of the work described in the draft Scope of Work? 17. A "commented" version of the DRAFT Scope of Work (Attachment 1) may be returned as an attachment. All comments/questions/concerns are encouraged and should be sent in writing to the Contract Specialist, Katherine.M.Kearney@uscg.mil. Upon receiving feedback, the USCG will assess all input and its impact on the development of the final scope of work. Responses must be no longer than fifteen pages in length. Technical documentation, brochures, and/or a "commented" version of the DRAFT Scope of Work (Attachment 1) if included, do not count in the fifteen page maximum.
