- Page 2 of 3 THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a promise to issue a RFP in the future, and it does not commit the Government to contract for any supply or service described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and therefore, will not accept, review, or evaluate unsolicited proposals received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent s expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is issuing this RFI to determine Contractors capabilities in executing the requirements of the attached DRAFT Product Description (PD). BACKGROUND The Department of Veterans Affairs (VA), Veterans Health Administration, Program Executive Office has a requirement to upgrade the locating feature for the existing Hill-Rom NaviCare Nurse Call System at the Cleveland VA Medical Center (VAMC). The existing locating feature currently being utilized by the facility is approaching end of life, and will have limited support potential in future years. The Contractor shall deliver, install, configure and test the new locating service/system for the existing nurse call system for the entire Cleveland VAMC. The Contractor shall perform all required wireless/infrared/radio-frequency identification coverage studies necessary to determine locations of wall and room locating sensors, and shall be responsible for the installation of all equipment, parts, and software licenses to complete the upgrade and make operational the facilities prescribed in this Product Description (PD). RESPONSE Interested parties may submit a Capabilities Statement which should be brief and concise, clearly demonstrating the ability to meet the stated requirements established in the PD for an upgrade to the locating feature for the existing Hill-Rom NaviCare Nurse Call System (NCS) at the Cleveland VAMC. The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing a solution to deliver, install, and configure the new locating service/feature for the existing Hill-Rom NaviCare NCS, as well as providing support and training for the new system, and as such may include any information that the interested party feels is relevant. In addition, the Capabilities Statement shall also confirm if vendors are capable of providing the list of brand name items referenced in the table of the attached Draft Product Description. Interested parties are strongly encouraged to submit questions and comments as soon as they are identified. Telephone inquiries will not be accepted. As part of your RFI response, please also provide the following information: (1) Does the draft PD provide sufficient detail on Implementation and Installation Service requirements? What, if any, additional data should be provided to improve the quality of your proposal. (2) Describe if any additional information such as building schematics or other drawings are required to improve quality of proposals. (3) If applicable, provide the team members, subcontractors, and/or vendors you plan to propose, the percentage of work each is to perform, and which PD requirements are planned to subcontracted to each. (4) Can a solution be integrated with the current NaviCare NCS utilizing other than this brand name equipment? (5) Please provide pertinent company information, such as point on contact information, company CAGE Code, and company DUNS number. Please provide company name, CAGE, and DUNS for identified subcontractors. (6) Provide any further information that will be beneficial to the Government pertaining to the solution or acquisition strategy. (7) Provide a rough order of magnitude price for Government estimating purposes. Your response should clearly mark any information that is proprietary. Faxed copies are not acceptable.
