- This is a Sources Sought Announcement and request for information only. This is not a Request for Proposals and does not constitute a commitment, implied or otherwise, that the Government will take procurement action on this matter. Requests for a solicitation will not receive a response. The Government will not be responsible for any cost incurred in furnishing information provided under this Sources Sought Announcement. Responses will assist the Government in determining potential responsible sources and to determine the technical capability of the domestic production base. 1. GENERAL. The Contractor shall provide appropriate musical support during the Catholic worship service. Chaplains are required by statute (USC Title 10) to conduct worship services. Sacred Music is an Essential Element of Worship. The Aberdeen Proving Grounds (APG) Chaplain's mission is to provide religious support to Soldiers, Family members, Retirees, and all eligible personnel. As a non-personal services Contractor, the musician is not a member of a chapel staff or of the APG Religious Support Office. 1.1. The Contractor shall provide instrumental music to assist the congregation in worship. The authority for contracting for musicians is outlined in AR 165-1, paragraph 5.1. The purpose for contracting for musicians is to support the Chaplaincy's ministry by providing professional, technical assistance to bring quality worship services to the Soldiers and their Families who are worshipping together. 1.2. Location and Schedule of Services.Location of Services: Edgewood Area Chapel, Aberdeen Proving Grounds, MD. Schedule of Services: Worship Service: Sundays start 10:45 AM 1.3. Period of Performance. 12 months: December 2016 through December 2017 1.4. Number of Performances. Two (2) sessions per week, plus special occasions. Not to Exceed 124 sessions (Sessions equal 1.5 hours of play) 2. CONTRACTOR QUALIFICATIONS. The Contractor shall provide personnel who possess the following qualifications: 2.1. Demonstrated completion of an Associate's Degree in Music with a minimum of 5yrs experience. 2.2. Demonstrated ability to play the piano available to the congregation. 2.3. Demonstrated ability to lead in song, while playing piano, a choir in worship. 2.4. Demonstrated ability to satisfactorily play the selected music in the local chapel hymnal and/or song books designated by the Catholic Chaplain. 2.5. Demonstrated ability to communicate effectively in English for coordination with the Senior Chaplain and/or his/her designated worship leader and for satisfactory completion of the administrative tasks required of a Contractor. 2.6. Background Checks and Investigations: Prior to performing support services, contractor personnel must complete a thorough Criminal History Background Check per Public Law 101-647, Section 231, Crime Control Act of 1990; DoD 1402.5, Criminal History Background Checks on Individuals in Child Care Services, AFI 31-501 Background Checks/Investigations and 36 WG/HC OI 31-3, Background Investigation. The background check will be coordinated by the Chaplain Division and includes an Installation Records Check and a Child Care National Agency Check and Inquires. 3. PERFORMANCE. 3.1. Play the piano for the designated worship service including accompaniment singing of hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation. 3.2. The Contractor shall accomplish the following tasks and activities effectively to provide the instrumental music services noted above. 3.2.1. Communicate with the Catholic Priest/Chaplain and Cantor, conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Cantor of the congregation or his/her designated representative to select music in keeping with the traditions of the Catholic Mass. 3.2.2. Play selected music by the Cantor for preludes, postlude, offertory, and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation. 3.2.3. Coordinate with the worship leader and adjust tempo and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs. 3.2.4. Provide music selections to the Cantor in time to be placed on the placard in front of the Main Post Chapel. 3.2.5. Notify the Catholic Priest/Chaplain or the Chaplain Assistant concerning any maintenance problems or requests concerning the instrument(s) of the chapel facility. 3.2.6. Submit invoices for the previous month's contract services in Wide Area Work Flow. 3.2.7. The Contractor shall be at assigned place no later than fifteen (15) minutes prior to the start of the services being performed. 3.3. RECOGNIZED HOLIDAYS. The holidays listed below will still require contract execution if they encompass a Sunday or a Holy Day of Obligation. New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 3.4. This contract does not create an employer-employee relationship between the Government and any corporation, partnership, business association, other party or legal entity with which the Contractor may be associated. The Government assumes no responsibility for costs incurred for services performed by the Contractor that are not included in this contract. There are no provisions for lodging or employee benefits or medical care, retirement or Workmen's Compensation Insurance. Payment shall be made on a per service rate and not by the hour. 3.5. SUBSTITUTE MUSICIANS. 3.5.1. If the primary musician will not be available to perform a scheduled service, the Contractor is responsible for providing a qualified substitute musician, whether through employment or subcontract. Contractor shall notify the Catholic Priest/Chaplain or the Chaplain Assistant at least seven (7) calendar days in advance of the scheduled performance date. 3.5.2. The substitute musician shall meet the same qualifications as the primary musician. 3.5.3. Responsibility for making arrangements with and for payment to a substitute musician rests solely with the Contractor. The substitute musician shall have no claim whatsoever against the Government for service rendered, and the price to be paid to the substitute and other terms shall be a matter entirely between the Contractor and substitute. 3.5.4. In the event that the Contractor fails to provide a satisfactory qualified musician at any time, the Contractor shall inform the COR within one (1) business day, and Contractor may not request payment for the service not performed. Repeat failure to provide services will be grounds for the Contracting Officer to take necessary actions in accordance with the Federal Acquisition Regulations (FAR) clause 52.212-4, paragraph (m) Termination for Cause, included in this contract. 3.6. CONTRACTOR MANPOWER REPORTING. The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Aberdeen Area Main Post Chapel via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2015. Companies that desire to participate in this sources sought are encouraged to submit a response, via email, which supports the company's claim that it presently has the qualifications, experience, and capabilities to satisfy the requirements. Specifically, any interested companies are requested to provide the following information: 1) Name of Company 2) Business CAGE code 3) Point of contact and phone number 4) Size of Business according to North American Industry Classification System (NAICS) Code 711130 5) Other suggested NAICS codes for this program and your size classification based on these codes. 6) Company certifications (e.g. ISO-9001, ASI-9100, CMMI) 7) Would you propose on a potential procurement as a prime or subcontractor? 8) Information on whether the product is considered commercial in accordance with the quote mark commercial item quote mark definition found in Federal Acquisition Regulation (FAR) part 2.101.
