- THIS AMENDMENT TO THE SOURCES SOUGHT IS ISSUED FOR THE PURPOSE OF EXTENDING THE DUE DATE TO 12:00 PM EST ON 14 NOV 2016. This is a sources sought notice only. The Natick Soldier Research, Development and Engineering Center (NSRDEC) is conducting market research through this sources sought notice to identify any potential sources for developing and demonstrating methods to fabricate NyCo fabric containing covalently immobilized antimicrobial microcapsules loaded with vector repellent. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses are encouraged from all sources who can fulfill the needs described below. DESCRIPTION The Natick Soldier Research, Development and Engineering Center (NSRDEC) is issuing a sources sought notice to identify any potential sources for developing and demonstrating methods to immobilize multifunctional microparticles onto NyCo fabric, demonstrate wash resistance, durability of treated fabric, and retention of antimicrobial and repellent activity after treatment and laundering studies. A preferred treatment method is the covalent immobilization of multifunctional microparticles onto NyCo using textile polymers selected after judicious chemistry and formulation development. It is highly desirable that the immobilization process eliminates the need for complicated manufacturing and methods can be engineered as a factory treatment after optimization. Treatments should also not damage baseline NyCo properties (fabrics' original moisture and vapor breathability properties) while retaining permanency of microparticles. Alternate multifunctional materials and polymers may also be investigated with approval from the Government. Parallel to microparticle immobilization methods development, NyCo fabric samples will also be made using the same methods, for use in testing by the Government. Prototype NyCo fabric specimens will be delivered to the Government for testing during optimization studies. The contractor will also be expected to perform assays confirming that their treatment methods do not compromise the repellent cargoes contained in the antimicrobial microparticles and to document methods used and results in reports to the Government. The contractor will be responsible for supplying all immobilization supplies and materials, labor, and equipment. When prompted, the functionalized microparticles will be supplied for studies by researchers at NSRDEC. Further information about the scope and nature of the desired work may be provided to qualified responders at a later time. RESPONSES All interested parties, regardless of size, are encouraged to respond to this request for information. Information submissions should include descriptions of available technology, product literature, pricing bids for proposed work and relevant company background/experience. Expertise in surface modifications to NyCo and fabric treatments is desired by respondents. Responses should include information on how they might address the stated needs. The results of this sources sought will be used to determine the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. This is a Sources Sought Announcement and submission of information will be used for information and planning purposes only. The Government is not obligated to notify respondents of the results of this notice. This notice is open to all business concerns. Informantion and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. Submissions must be received by 4 Nov 2016. This sources sought notice is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
