- INTRODUCTION The US Army Natick Research Engineering and Development Center (NSRDEC) in Natick, Massachusetts is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources that have the ability to provide a 65mm heated cast film die and 3-calender take-off unit that are interchangeable with an existing micro compounder. This auxiliary cast film line is being used for polymer and materials development by the Combat Feeding Directorate (CFD). The specific requirements can be found in the ‘Required Capabilities' section of this sources sought. The results of this market research will used to determine the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries WILL NOT be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND A cast film die and take-off unit that is interchangeable with an existing micro compounder, and capable of producing high quality film large enough for barrier and mechanical testing, is necessary to develop polymeric materials and films in support of projects funded by the Combat Feeding Research and Engineering Board. The delivery location will be the US Army NSRDEC in Natick, Massachusetts, Building 36. REQUIRED CAPABILITIES The government requires a cast film die and take-off unit that is interchangeable with a current DSM Xplore Micro 15cc Twin Screw Compounder. The die and take-off unit is required to allow for screening of new materials. The cast film die must have a coat hanger design, and be completely demountable and easy to clean. The slit width and height of the die shall be 65mm and 0.4mm, respectively. The die must be heated independently with an operator controllable temperature setting, and a maximum operating temperature of 400C. The cast film take-off unit must utilize an air knife and air pins to minimize necking. The line must have three calenders with polished nickel metal rolls. The take-off line must have the following features: 1) Speed controlled take up calender cast roll and a smaller guide roll. 2) Speed controlled transport calender roll, with 1 transport roll and a pinch roll on top. 3) The pinch roll weight load on the film must be adjustable. 4) Torque controlled winder calender roll for smooth film winding. 5) Calenders placed on a frame which allows for adjustment of the distance to the film die and the distance between the three calenders. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than one 8.5 x 11 inch page, font no smaller than 10 point) demonstrating ability to provide the range of equipment and supplies listed in the Required Capabilities section. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to Sarah Cheney, in either Microsoft Word or Portable Document Format (PDF), via email (sarah.l.cheney.civ@mail.mil) no later than 12:00 p.m (EST) on 14 November 2016 and reference this synopsis number in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
