Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. NAVFAC Far East PWD Sasebo, is currently seeking potential sources for providing the Custodial Services for U. S. Fleet Activities, Sasebo (CFAS), Japan. The work shall be performed at various locations and could vary from location to location that include, but are not limited to Main Base, Dry Dock #2, Hario Housing, POL depots in Akasaki, Iorizaki and Yokose, ammo storage areas in Hario-Shima and Maebata. All areas are located in Nagasaki Prefecture. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined above. This information will be used to determine immediate and future acquisition strategies. Brief Summary of Custodial Services at CFAS: Indefinite Delivery Indefinite Quantity (IDIQ) Contract using the commercial services contract at various locations at CFAS under performance-based contract that is comprised of both Recurring Work (Scheduled Services) and Non-Recurring Work (Unscheduled Services) Items. The Recurring Work ( Scheduled Services) includes the followings: 1) Space Cleaning; 2) Emptying Waste Containers ; 3) Low Area Cleaning; 4) Employee Mess Area Cleaning; 5) High Area Cleaning; 6) Interior Window Cleaning; 7) Exterior Window Cleaning; 8) Window Blinds Cleaning; 9) Entrance Cleaning; 10) Interior Glass Surfaces Cleaning; 11) Drinking Fountains Cleaning; 12) Floor Care; 13) Sweeping and Dust Mopping; 14) Vacuuming Carpets and Rugs; 15) Cleaning Walk-off Mats; 16) Spray Cleaning and Buffing; 17) Damp Mopping; 18) Stripping Coating, and Buffing; 19) Carpet and Rug Deep Cleaning; 20) Restroom Services; 21) Restroom Cleaning; 22) Restroom Supplies; 23) Building Perimeter Services; 24) Debris Removal; 25) Perimeter Waste Containers. The Non-Recurring Work (Unscheduled Services) includes the followings: 1) Cleaning Rug during Normal Working Hours; 2) Space and Floor Cleaning; 3) Restroom Cleaning; 4) Carpet or Rug Deep Cleaning; 5) Floor Stripping, Coating and Buffing; 6) Cleaning window Blinds; 7) Interior Glass Cleaning; 8) Exterior Glass Cleaning; 9) High Area Cleaning; Height 7 -0 10 -0 ; 10) Overhang Cleaning; 11) High Light Fixture Cleaning; Maximum Height 10 -0 ; 12) Cleaning Outside of Normal Working Hours; 13) Special Event Cleaning Restroom Cleaning; 14) Space Cleaning Outside Normal Working Hours. KEY PERSONNEL REQUIREMENTS: Key personnel are responsible for and critical to the successful performance of the contract. Key personnel shall include the Project Manager (PM), Quality Manager, Site Safety and Health Officer (SSHO), and Translator/Interpreter. Key personnel shall have basic knowledge of English and Japanese. Language ability may not be required if the key personnel have full support by the translator at all times. The Quality Manager shall complete the course entitled Construction Quality Management for Contractors prior to the start of contract performance. This course is periodically offered by the Government. Potential Offerors are requested to complete and return Attachment 1: Contractor s Information, Questions, and Comments. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (Asia NECO) at https://asia.neco.navy.mil when it is posted in approximately early FY 2017. Contractors must be registered in the System for Award Management (SAM) database in order to be eligible prior to submitting the proposal. Interested contractors not already registered in the SAM database are highly encouraged to do so http://www.sam.gov. Registration in SAM is free. Submission Instructions: Interested contractors are invited to submit a response to this Sources Sought Notice by 12:00 p.m. Japan Standard Time on 18 November 2016. Please submit a completed Attachment 1: Questions, Comments, and Market Research.
