- The proposed contract action is for commercial items, which the Naval Medical Center San Diego intends to solicit this requirement as 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is N0025917Q0032. It is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. This is an unrestricted solicitation. The North American Industry Classification System (NAICS) Code for this acquisition is 325180. The size standard is 1,000. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The contract shall provide service maintenance for the following: CLIN 0001: DBX Putty 1CC; Quantity: 25; Unit of Issue: EA; Delivery requirements: December 02, 2016. CLIN 0002: DBX Putty 5CC; Quantity: 35; Unit of Issue: EA; Delivery requirements: December 02, 2016. CLIN 0003: DBX Putty 10CC; Quantity: 35; Unit of Issue: EA; Delivery requirements: December 02, 2016. Salient Characteristics: The DBX Putty must be (1) an allograft from demineralized cortical bone in putty form that can be molded into implants, (2) be osteoconductive and osteoinductive, (3) and must have a PH of 7.2, similar to human blood. NAVY COMMERCIAL ACCESS CONTROL SYSTEM (NCACS) PROGRAM IMPLEMENTATION INSTRUCTION (August 2011) (a) In accordance with CNICNOTE 5530 dated May 2, 2011, NCACS credentialing should be established in order to avoid unnecessary delay at military installation entry control points (ECP).
