- Combined Synopsis/Solicitation For Surgical Instruments Repair and Sharping Services 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (RFP VA258-17-R-0020) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 811219 Other Electronic and Precision Equipment Repair and Maintenance. This is a VOSB/SDVOSB set-aside only. All vendors must be registered in the VIP.Vetbiz.gov.gov to be considered for award. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation. 4. Description of services: New Mexico VA Health Care System (NMVAHCS) Surgical Department is in need for services to repair, refurbish, and sharpen surgical instruments for use in operating room procedures, rigid sterilization containers, and case carts used for instrument transport. The contractor shall provide repair service, which shall consist of calibrating, cleaning, stain removal, lubricating, adjusting, replacing parts, and maintaining the equipment, insulation electrical safety inspection, as required by instrument type, including all emergency calls necessary between regular repairs. Currently, the requirement is operating on an emergency contract by Integrated Medical Services (IMS), a categorized large business. NMVAHCS s Biomedical Department, the assigned program office, requested sole source award to IMS for this requirement. 5. The Government will award a single purchase order contract resulting from this RFP to the responsible offeror whose offer represents the best value. Award will be made to an offeror(s) based on a best-value determination through a lowest price technically acceptable (LPTA) source selection IAW FAR 15.101-2. The Government will award a task(s) order resulting from this solicitation to the responsible Offeror(s) whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Item. 7. Submit the following documents in response to this RFP: a. Technical Capability Statement b. Past Performance d. Price Offers are due on November 16, Noon PST. All proposals must be emailed to Michael Cordeiro, at Michael.Cordeiro@va.gov. Offerors who fail to complete and submit the requirements above may be considered non-responsive.
