- Drawing Item purchase description Mil Standard 129 information and compliance form- last page must be signed and included with offer Offer submittal form 5120-00-301-0037 UI: EA PULLER, MECHANICAL DESCRIPTION In accordance with US Army Tank Command drawing 8708874. EXCEPTION(S) TO TECHNICAL DOCUMENT Coatings: Shall be in accordance with SAE AS4984-2011; Coating Requirements for Aerospace Hand Tools. Total quantity is 250 pullers, divided over 6 orders, all going to Fort Benning GA 31905. See attached for complete description and applicable clauses. Buy American Act applies in accordance with FAR 25.1 Successful offeror must be currently active in the System for Award Management (SAM.gov). Marking in accordance with MIL-STD-129 is required. See attached IPD for complete list of requirements. Award will be based on (1) Price, (2) Shipment Days (1) Price will be evaluated first and is most important. (2) Shipment is requested in 30 Days After Receipt of Order (DARO). Shipment is the second most important factor. In the case that one or more vendors are equal in price, award will be made to the best shipment time under the required 30 DARO. Based on the new non-manufacturer rule threshold, the Small Business Administration (SBA) has issued a final ruling that the non-manufacturer rule does not apply to small business set-aside contracts valued between $3,000 and $150,000. Meaning small business vendors are allowed to quote the product of a large business manufacturer for items set-aside falling between these thresholds. However, the offeror must supply an end product that is manufactured or produced in the United States or its outlying areas (IAW FAR 19.102 (f)(7)(ii)).
