North American Classification System (NAICS) Code: 811212 COMPUTER AND OFFICE MACHINE REPAIR AND MAINTENANCE Small business size standard: $27.5M Classification Code: J066 (Service: Maintenance, Repair and Rebuilding of Equipment: Instruments and Laboratory Equipment) Set-aside Status: Full and open with no set-aside restrictions. Competition Status: This requirement is posted as non-competitive. Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: Stratasys Inc 7665 Commerce Way Eden Prairie, MN 55344 Stratasys is the sole proprietor of the design and technology of the Fortus 360 and the sole manufacturer using durable ABS Plastic build material in a heated chamber. Stratasys is the only manufacturer of 3D printers to use water soluble support structure. All Fortus units are designed and manufactured at Stratasys' corporate office in Eden Prairie, Minnesota. This product is sold and serviced only by Stratasys. No other company has been authorized to sell, maintain, service or supply parts for Fortus 3D Printers other than Stratasys. Stratasys is the only source for factory reconditioned and new parts as well as factory trained and certified engineers. This service contract is critical to the efficient functioning of Section on Instrumentation at National Institute of Mental Health and associated research projects, particularly in light of the high level of individualized customization currently required. Description of Requirement: The National Institutes of Mental Health's Section on Instrumentation is dependent on its Fortus 360MC 3D production system for conceptual models, tooling products and the manufacturing of end use products. A yearly maintenance contract must be purchased for the machine in order to maintain the operation of the machine and to provide upgrades as needed. The contractor shall provide phone and e-mail technical support, on-demand service visits for repair work, software/firmware updates, and warranty coverage. Maintenance requirements are as follows: • Yearly maintenance contract on Stratasys Fortus 360MC • Includes all labor charges for on-site warranty and maintenance • Partial coverage for parts must be included • A semi-annual preventative maintenance must be included All parts, printing heads and other consumables shall be manufactured by or certified as compatible by the original equipment manufacturer (OEM), Stratasys. The contractor shall be an authorized Stratasys service provider. Period of Performance: December 1, 2016 to November 30, 2017, with two (2), one (1) year options. Option 1: December 1, 2017 to November 30, 2018. Option 2: December 1, 2018 to November 30, 2019. Summary Statement: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
