- Description
- Hurlburt Field AFB, FL, intends to make a single award for Mess Attendant services with a period of performance 1 April 2017 through 31 March 2018; with three (3) 12-month option periods. Work consists of, but is not limited to the following: Contractor shall provide all non-personal services to include personnel, equipment, supervision, and other items and services necessary to ensure performance of Mess Attendant Services at Hurlburt Field, Florida. This includes, but is not limited to, the following: serving and replenishment of food and beverages, à la carte services, cleaning facilities, equipment, and utensils, preparing vegetables and fruits for the salad bar, replenishing dining room tables with condiments, sugar, salt and pepper etc..., performing cashier services, handling food and beverages, supplies, and equipment, maintaining quality control, performing operator maintenance and repairing of food service equipment, and maintaining grounds. Lastly, in the event of a contingency, the contractor shall perform all required tasks to include cooking to ensure continued service. This acquisition is being offered for competition to eligible 8(a) Program participants with active 8(a) status. The North American Industry Classification System (NAICS) code for this project is 722310 with a size standard of $38.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PRICE, (2) TECHNICAL, and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price. T he issuance date for this solicitation is projected to be on or about 22 November 2016. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Oct 2016) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
