- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Vaisala, Inc. for the repair of thirty-two Ice Free Wind (IFW) Sensors; ASN: S100-2A8MT3A2, for the National Reconditioning Center (NRC) in Grandview, MO. Justification for Sole Source In support of the National Weather Service's Weather Forecast Offices, the Federal Aviation Administration and the Department of Defense, the National Reconditioning Center requires repair services for the SENSOR, ICE FREE WIND (IFW), ASOS MODEL 425NWS (WS425D7A1C), ASN: S100-2A8MT3A2. The IFW sensors support the mission of life and property protection by providing wind speed and wind direction information for the Automated Surface Observing System (ASOS) which is used to provide input for weather alerts and warnings at airports. This data is used in weather forecasting, current condition reporting, and climate measurements. Wind speed and direction information is especially important in determining take-off and landing directions at airports. Vaisala, Inc. is the depot repair facility for SENSOR, ICE FREE WIND (IFW), ASOS MODEL 425NWS (WS425D7A1C), ASN: S100-2A8MT3A2. These products were developed at private expense, and include proprietary information and repair data held in escrow. As such, the calibration and repair of these items can only be performed by Vaisala, Inc. Vaisala, Inc. is the OEM and is the only company that has the knowledge to perform the necessary repair services for the WS425D7A1C Ice Free Wind Sensors, ASN: S100-2A8MT3A2. There is only one authorized source of repair for these devices, the original manufacturer - Vaisala. The Ice Free Wind Sensors were manufactured by Vaisala as a commercially available item and the U.S. Government does not possess the data rights to this item. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the maintenance may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
