Description
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation for the development, design, test and integration of the Common Infrastructure Services (CIS) subsystem. The CIS subsystem will be a new independent subsystem within the Submarine Warfare Federated Tactical System (SWFTS) and is intended to support efforts for the following Technology Insertion (TI) and Advanced Processing Build (APB) development cycles: TI-18/APB17, TI-18/APB19, TI-20/APB19, TI-20/APB21, and TI-22/APB21. The purpose of CIS is to establish an independent subsystem to host common System of System (SoS) software applications and provide network communications between SWFTS subsystems, such as Combat and Payload Control, Sonar, Imaging and Electronic Warfare. The CIS subsystem shall include applications that perform network monitoring, reliability management, team training, mediation, time distribution, directory services, geographic imagery services, data recording and archiving, and video distribution. The CIS subsystem shall provide a common computing environment where virtualized software modules can be hosted. Requirements include software development of over fifteen (15) internal CIS core components that are critical for the effective and suitable mission accomplishment of twenty (20) SWFTS subsystems. The Government intends to award a single contract for this effort and anticipates solicitation release in November of Calendar Year 2016. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two (2) or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)). This procurement will be conducted using full and open competition in accordance with FAR Subpart 6.1. NOTE: This is a pre-solicitation notice intended to provide potential offerors with a summary of the subject procurement. This notice is for information only, is subject to modification, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and interested parties must comply with that announcement. Questions from potential offerors will be accepted after the solicitation is issued. Interested offerors should monitor the identified website for updates to this procurement.
