- The U.S. Army, Army Contracting Command (ACC) - New Jersey, Joint Armaments Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of The Systems Engineering Directorate at ARDEC, is contemplating award of blanket purchase agreements to obtain technical resources to train, educate and professionally certify systems engineers in the systems engineering (SE) discipline, provide membership in SE international organizations and outreach programs to include symposiums and publications. The synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish BPA's with small businesses. In the event there aren't enough responses from responsible, capable small businesses, then large businesses will be considered. The NAICS is: 813920 and the small business size is $15,000,000. All interested and potential firms must be registered in System for Award Management (SAM) in order to receive an award. Interested sources can register at https://www.sam.gov/portal/public/SAM/. Firms/companies are invited to indicate their interest and capabilities by providing specifications, brochures, manuals, reports and any other information pertaining to this particular area of procurement. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity, large, or small, and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions, by email. Horak, Elizabeth.a.horak.civ@mail.mil NO LATER THAN 07 Dec 2017 by 3 PM Eastern Standard Time. This is not a request for proposal/quote, nor is the Government obligated to issue one. The Government is not obligated to notify respondents of the results of this survey. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice.
